What we are looking for

Building Resilient Communities in Somalia (BRCiS) is a consortium of national and international organizations whose objective is to support and guide vulnerable communities in Somalia in building their resilience capacities, in their own ways. The Consortium was created in 2013 and is now implementing projects funded by multiple humanitarian and development donors, in more than ten regions of Somalia. All projects are managed by BRCiS’ independent Consortium Management Unit (CMU) responsible for coordinating implementation of all consortium activities across consortium Members (including ACF, Concern Worldwide, GREDO, the IRC, KAALO, NRC and Save the Children) and additional local, downstream implementing partners.

The BRCiS Project Manager, Resilient Livelihoods will be contracted through NRC, the consortium lead agency, but will sit within the BRCiS’ independent Consortium Management Unit (CMU) responsible for coordinating implementation of all consortium activities across consortium Members and additional local, downstream implementing partners. The Project Manager, Resilient Livelihoods will be assigned a dedicated portfolio of projects that he/she will be responsible for managing. These projects adopt market-based approaches to supporting vulnerable households in rural and peri-urban locations to secure more resilient livelihoods and thereby strengthen their broader market systems.

What you will do

Key objectives for this role include:

  • Ensure that BRCiS Members and the CMU comply with contractual commitments and BRCiS programme quality standards throughout the implementation of assigned projects. This will include a focus on the review and strengthening of BRCiS’ programme quality standards for resilient livelihoods programming.
  • Oversee/lead all activities assigned to CMU within the assigned projects’ project workplans, including coordination with and contractual management – in collaboration with CMU Finance and NRC Somalia Logistics – of external technical partners and consultants.
  • Throughout project inception phase collaborate with BRCiS Chief of Party, CMU Programme Manager, other CMU teammates, and BRCiS Members on the finalization of strategies for localization, learning, and advocacy/influencing, accepting responsibilities as assigned within the implementation of finalized strategies.

Specific Responsibilities:

  • Lead high quality, timely donor reporting including by developing/preparing templates, maintaining a regular schedule of reporting, reviewing Member report submissions for completion and quality, generating narrative report content for CMU-led activities, and consolidating final narrative reports into a coherent narrative.
  • Collaborate with BRCiS Member focal points for downstream implementing partner capacity strengthening, ensuring adherence to BRCiS minimum standards for capacity strengthening and identifying opportunities for cross-consortium capacity strengthening
  • Takes lead in coordinating revisions of logframe and budget as necessary and in collaboration with CMU departments and Members.
  • Takes the lead in identifying and documenting best practices, lessons learnt and relevant human-interest stories for publication and dissemination.

What you will bring

Experiences and Qualifications

  • Applicable degree in international relations, business, economics or related field.
  • 5 years’ experience in humanitarian/development aid in complex and/or insecure environments, preferably in East/Horn of Africa.
  • Demonstrable experience with resilience programming and/or measurement including at least 1-2 years’ experience leading market system-based activities focused on rural and peri-urban locations. Experience in drylands contexts and the Horn of Africa is an advantage.
  • Excellent report and proposal writing skills in English language, including synthesis and elaboration of qualitative and quantitative inputs/data (compilation of reports alone is not adequate).
  • Excellent English language communication skills – negotiation, networking, influencing, public speaking and facilitating workshops at different levels.
  • Ability to work closely with field based national staff and experience in various staff training and development approaches
  • Strong planning, monitoring and organizational skills with good knowledge of the use of logical and result-based monitoring and evaluation frameworks;
  • Ability to write high quality concept notes and technical sections for donor proposals.

  • A positive, solution-oriented attitude to working within a diverse team is essential
  • Hands-on approach to key tasks; delegation skills are important, but not the default this position will directly handle many key tasks that cannot be delegated.
  • Handling insecure environments.

  • Salary/benefits: grade 8 on NRC’s salary scale.
