Job Summary
The Programme Manager is responsible for the overall leadership and management of programmes of YouthLink. The role involves designing, implementing, monitoring, and evaluating high-quality humanitarian and development projects that align with YouthLink's mission, vision, and core values. The Programme Manager ensures effective collaboration with partners, and stakeholders while fostering a culture of accountability, learning, and impact.
Key Responsibilities
1. Programme Design and Management
• Lead the development and implementation of high-quality, integrated programmes in line with the YouthLink strategic plan.
• Ensure programmes are aligned with community needs, donor priorities, and international standards (e.g., Sphere, CHS).
• Participation and contribution to Senior Management Team decision-making process and provide strategic input
• Lead and contribute to the development of concept notes and proposals
• Oversee the preparation and submission of budgets, and reports to program director
• Ensure high quality donor reporting delivered in timely manner
• Support the documentation of successful stories, best practices and lessons learnt that could be used for experience sharing and lobby.
2. Monitoring, Evaluation, Accountability, and Learning (MEAL)
• Collaborate with the MEAL team to develop and implement effective MEAL system to track progress, measure impact, and improve programme quality.
• Lead the implementation of a comprehensive MEAL system that provides timely, accurate, and reliable project results by integrating MEAL activities throughout the project lifecycle.
• Organise monthly, quarterly or programme review meetings
• Ensure CRM system is functional, accessible that feedback and complaints are addressed
• Ensure lessons learned are documented, shared, and incorporated into future programme design.
• Promote accountability to communities through participatory approaches and feedback mechanisms.
3. Financial and Resource Management
• Manage programme budgets in collaboration with the finance team, ensuring cost-effectiveness and compliance with donor requirements.
• Track programme budgets and ensure expenditure is in line with agreed project plans and budget.
• Liaise with logistics and administration functions to ensure the timely delivery of required inputs/materials for the programme (e.g. purchase requests, disbursements, transport), in accordance with YouthLink’s procedures and donor requirements.
• Liaise with the Finance and project teams to initiate and finalise budget revisions in a timely manner according to donor regulations.
• Oversee the procurement program supplies are delivery on time and within the program implementation period.
4. Coordination and Representation
• Establish and maintain effective partnerships with government agencies, NGOs, community organizations, and donors.
• Represent YouthLink in coordination forums, advocacy networks, and other relevant platforms.
• Foster collaborative relationships with local stakeholders to ensure programme sustainability.
• Coordinate with the relevant departments at all levels during programme/project implementation and monitoring to assure optimal quality in delivery
5. Team Leadership and Capacity Building
• Provide leadership, coaching, and capacity development to programme teams.
• Ensure performance management systems are implemented effectively across the team.
• Promote a safe and inclusive working environment in line with organisation’s safeguarding policies.
6. Risk Management and Compliance
• Ensure application of YouthLink’s policies and procedures and codes of codes of conduct
• Ensure programmes comply with internal policies, donor requirements, and relevant laws.
• Identify and mitigate risks to programme implementation, including security, financial, and reputational risks.
7. General and other duties:
• Contribute to emergencies response action when requested to do by the Programme Director
• Work in an interactive and coordinated manner with the other YouthLink staff, identify, and encourage synergies within and across programmes to achieve an integrated approach.
• Any other ad hoc duties as may be assigned by the Programme Director that is consistent with the nature of YouthLink’s work.
Person Specification
Essential Qualifications and Experience
• Bachelor’s degree in international development, Humanitarian Studies, or a related field (Master is preferred).
• Minimum 3 years of experience managing complex humanitarian or development programmes.
• Proven track record in proposal writing, program management
• Strong experience in MEAL, including data analysis and report writing.
• Demonstrated leadership and team management skills in multicultural settings.
• Strategic thinking and problem-solving abilities.
• Excellent communication, negotiation, and advocacy skills.
• Strong understanding of gender, inclusion, and safeguarding principles.
• Proficiency in project management tools and financial software.
• Fluency in English (additional language skills are an asset).
