Job Title: Programme Policy Officer – Identity Management
Contract Type/Grade: NOA
Duty Station: Mogadishu, Somalia
Contract Duration: 1 year.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
• In collaboration with the PPO DAS, AO Programme team, and internal teams, liaise with relevant internal and external
stakeholders and cooperating partners to research, design, and implement cash and voucher-based programs,
including operational arrangements.
• Supervise the day-to-day management and implementation of beneficiary registration and processing of beneficiary
data, including operational issues, allocation of IT equipment, raising awareness of beneficiary data management
and assistance transfer procedures, interacting with programme stakeholders (such as WFP partners, government
departments, and internal teams), and coordinating with ongoing programmes. This includes providing training and
support to WFP staff on good practice guidelines.
• Oversee day-to-day IDM implementation by providing support for WFP operations, including activity design,
implementation, monitoring, and reporting, as well as budget management (when applicable and required).
• Lead and coordinate the development and roll-out of new tools and processes for registration, verification, card, and
payment instrument management including distribution and tracking.
• Support with establishing and managing structures to raise issues and ask questions related to IDM solutions and
operational support needs.
• Ensure the programme remains compliant with all WFP policies and procedures for responsible collection,
processing, and management of beneficiary data.
• In cooperation with stakeholders, recommend ways to refine the programme to improve service delivery to
beneficiaries and facilitate implementation by WFP.
Ensure coordination of field-level monitoring of implementation, including outputs and outcomes.
• Complete all internal reporting and contribute to external reporting obligations (including daily reports, updates, sitreps, monthly reviews, donor reports, etc.)
• Identify lessons learned and best practices for use in future WFP cash and food programme interventions.
Education: University degree in Statistics, Research, Computer Science, Information Technology, Systems Engineering,
Data Science, Artificial Intelligence, Economics, Social Sciences, or any related academic qualification. An Advanced
University degree in a similar field is a plus.
Experience: At least one (1) year of post-graduate professional experience in data modelling, data warehousing, data
integration, data mining and data quality. Experience with development work; Programme management with managerial
experience; and previous work experience in data management with WFP is an added advantage.
Languages: Fluency (level C) in English

• Proven computer literacy skills. Experience in the use of Excel, and other analytical software such as QL, Python,
and R is an added advantage.
