Oxfam Novib Somalia/Somaliland is looking for a Programme Coordinator Duty station: Mogadishu, Somalia with frequent travel to field

Type of appointment: Fixed term (National Position) Contract duration: 12 months with possibility of renewal Work schedule: Full-time (40 hours per week)

JOB PURPOSE:

The Programme Coordinator provides programmatic support to Oxfam’s South-Central Somalia in the day-to day management of programmes through assessments, projects design, implementation to the projects closure. The role involves partner management, people management, budget management and coordination with key stakeholders. The Programme Coordinator will work on delivering assigned projects on time in line with donor and Oxfam requirements and reporting.

 

Key Responsibilities:

  1. ProgrammeCoordination and Management
  • In close collaboration with Area Manager and the thematic technical Leads, contribute toproject design, proposal development and donor reporting for projects within South and Central 
  • Coordinate effective, efficient and timely implementation of all projects according to agreedannual work plans, contracts, budgets and donor requirements.
  • Supportmanagement and coordination with partner on project activities and ensuring compliance with Oxfam and donor 
  • Organize and lead project kick off and closure meetings, prepare project work plan, staffingneeds and procurement plans.
  • Supportin conducting MEAL activities in coordination with the Programme Quality Manager, ensure relevant beneficiary data is collected, compiled, analyzed and distributed. Relevant assessments are conducted timely to feed projects design and informed 

  • Incoordination with the Area Manager, regularly monitor budgets to ensure there is no overspending or underspending and flag any issues in a timely manner.
  • Continuouslyliaise with implementing partners to ensure their compliance with Oxfam and donor regulations in programme implementation, beneficiary targeting, reporting, etc.

2. Team Support

  • Linemanages staff as required by the projects and role and provide sound and technical line 
  • Remaina proactive member of the area management team to be a champion of safeguarding and feminist principles.
  • Workwith the support team to ensure necessary programme 

3. Reporting

  • Draftand/or review project deliverables including reports to donor, and ensure project reports are timely received, assessed and recorded in the system using info form.
  • Assistthe Area Manager, Technical Leads, Business Development Manager on donor 
  • Ensurethe quality and timely development of monthly and quarterly reports based on partners’ project updates.
  • Providesupport to partners ensuring timely and quality reports.

4. Representation

  • Inclose coordination with the Area Manager, support building and maintaining good relations with key stakeholders including Local Authorities, UN/INGOs, ABCs and 

5. Oxfam General

  • Actively participate in the implementation of performance management including objectivesetting, performance review, upward feedback and personal development 
  • Ensure implementation of Oxfam operational policies, procedures and guidelines, especiallywith respect to promote gender equality, in all aspects of Oxfam’s work.
  • As an active member of Oxfam’s team, participate in staff meetings, planning sessions andon-going liaising as needed.
  • Make sound decisions using technical knowledge, a good understanding of the team and thefacilities of the team.
  • Ensure cooperative and respectful communication with staff and local partners, includingfemale members, as well as other external actors to support Oxfam’s efforts, such as with respect to advocacy and positioning Oxfam in the humanitarian 
  • Continuouslyanalyses contextual information to inform and execute appropriate 
  • Superviseand provide coaching to partners and junior staff to enhance their capacity building and technical 
  • Use community led approach informed by the knowledge of power relations within thecommunity and understanding that not all community members hold the same power. By doing so, ensure adequate participation of community members at risk of exclusion in line with Oxfam’s core principle of equitable participation in humanitarian efforts.
  • Monitor feedback from community members and ensure equal access by those at risk of
  • Ensurefeedback/complaints are addressed promptly by Oxfam.

Experiences and Qualifications

  • University graduate, preferably from Social Sciences, with the focus on Rural Development,Economics, Humanitarian Aid Management, Environmental Studies, Agriculture, Gender Studies, and similar.
  • At least five years’ experience in the field of humanitarian aid management, preferably withan INGO/LNNGO/UN in 
  • Experienceof working as part of a technical team sin sectors such as inclusive WASH, EFSL, Protection, Resilience 
  • Excellentproject management skills and practical experience, including budget management, coordination with partners and reporting.
  • Experiencein monitoring projects implemented by local partners in remote and insecure  Ability to employ both physical and remote monitoring and partner coaching models.
  • Experiencein developing briefs, reports and similar documents in Somali and 
  • Understandingmethodologies related to MEAL, such as developing theory of change, data collection methods, logical frameworks, etc.
  • Abilityto prioritise work and apply time management skills in delivering tasks in timely 
  • Proactivein approaching challenges and finding solutions and able to work in a team and/or 
  • withminimum 
  • Abilityand willingness to travel and work in difficult 
  • Proficiencyin MS Office.
  • Fluentin English and Somali (writing, reading, speaking).

 

Thinking and understanding:

  • Good understanding of how I/NGOs in South-Central Somalia operate. Familiar withadministrative areas and authorities in South-Central Somalia.
  • Knowledge of South-Central Somalia ’s context in terms of its political, economic, andsocial 
  • Abilityto analyse complex contexts, monitor change and translate into appropriate strategic planning and advocacy.
