About Windle Trust International (WTI)
Windle Trust International (WTI) is a non-governmental organisation committed to improving access to quality education in conflict-affected regions. Our programmes focus on building educational capacity through teacher training, language programmes, and scholarships. WTI is expanding its work in Somaliland, and we are seeking a dynamic Programme Coordinator to lead our operations in the country.

Job Purpose
The Programme Coordinator will manage WTI’s Somaliland office and serve as the in-country authority for all government and local partner liaison. The role involves leading the establishment of a new country programme, developing foundational processes and infrastructure in close liaison with, and with ongoing support from, the UK-based Director of International Development and Engagement, who retains overall responsibility for the programme. This position will ensure the effective delivery of WTI’s education programmes in Somaliland, particularly English language programmes for teachers, while ensuring compliance with national regulations and building relationships with key stakeholders.

Key Responsibilities

  1. Programme Management and Infrastructure Setup
    • Oversee the day-to-day operations of WTI’s Somaliland office, including the development of core administrative, financial, and operational processes.
    • Lead the establishment of WTI’s infrastructure in Somaliland, including office space, staffing, and systems.
    • Ensure the effective implementation of WTI’s education programmes, including teacher training and English language initiatives.
    • Monitor project progress, ensuring high-quality delivery in line with WTI’s objectives and donor requirements.
    • Prepare and manage project budgets, ensuring financial accountability and value for money.
    • Conduct regular monitoring and evaluation of programme activities to measure impact and identify areas for improvement.
  2. Government and Local Liaison
    • Serve as the main point of contact between WTI and the Somaliland government, ensuring compliance with local regulations.
    • Maintain strong working relationships with relevant ministries, and other regulatory bodies.
    • Liaise with local partners, schools, and institutions to ensure collaborative and sustainable programme delivery.
  3. External Representation and Stakeholder Engagement
    • Represent WTI in meetings with donors, partners, government officials, and other stakeholders.
    • Build and maintain relationships with local and international NGOs, educational institutions, and donors in Somaliland.
    • Promote WTI’s work and objectives to external stakeholders to enhance the organisation's profile and reputation in Somaliland.
  4. Staff Management
    • Provide leadership and direction to a small team of staff and consultants working on WTI programmes in Somaliland.
    • Ensure the effective recruitment, training, and development of staff, promoting a positive and collaborative work environment.
    • Conduct regular staff appraisals and provide ongoing support to ensure staff performance aligns with WTI’s goals.
  5. Reporting and Compliance
    • Prepare timely and accurate reports for submission to WTI headquarters, donors, and government authorities.
    • Ensure compliance with WTI policies, including safeguarding, code of conduct, and financial regulations.
    • Maintain accurate records of financial transactions, contracts, and other key documentation.
  6. Security and Risk Management
    • Monitor the security situation in Somaliland and ensure that appropriate security protocols are in place for WTI staff and assets.
    • Lead WTI’s response to any security incidents affecting staff or programme activities.
    • Ensure staff are regularly briefed on security procedures and their compliance is monitored.

Experiences and Qualifications

Essential

  • Bachelor’s degree in a relevant field (Education, Development Studies, Public Administration, or a related area).
  • At least 4 years of experience in programme management, ideally within the education or development sectors.
  • Proven experience in managing relationships with government authorities, local partners, and stakeholders.
  • Strong financial management skills, including budgeting and financial reporting.
  • Excellent organisational and project management skills, with the ability to manage multiple priorities effectively.
  • Fluency in both written and spoken English and Somali.
  • Experience working in Somaliland and familiarity with the local context.
  • Strong interpersonal skills and the ability to work effectively in cross-cultural environments.

Desirable

  • Master’s degree in Education, International Development, or a related field.
  • Experience in managing donor-funded projects, including monitoring and evaluation.
