Oxfam’s work in Somalia and Somaliland covers both humanitarian and development spheres, with most programming delivered in Hargeisa and eastern Somaliland, both directly and with partners. The humanitarian component focuses on delivery of water, sanitation and hygiene (WASH), food security (particularly cash grants) and protection, in response to persistent, intense drought that has decimated livelihoods – primarily pastoralism, and caused mass displacement. The development component focuses on women and youth empowerment, economic inclusion, influence in decision-making and access to justice, primarily through three multi-year programmes.

JOB PURPOSE:

The position provides leadership and oversight for the quality of programs and accountability mechanisms across the country program, working together with technical leads/advisors, Area Managers and Program Managers in delivering their responsibility for the quality of programs and strong accountability.

The incumbent will lead and contribute to high quality project design incorporating project management standards and MEAL methods appropriate to scope, context and technical requirements of projects and programs. He/She will work with all with all programme units

(humanitarian, development, and campaigns) and with partners to ensure quality programming, delivery, and learning based on evidence of impact at field level. Works closely, advises and supports Oxfam Country Strategy Pillar Leads for Humanitarian and Resilience, Just Economies & Economic Development and Gender Justice & Inclusive Governance and influencing and campaigns to ensure compliance with Oxfam international quality program standards and streamlines programme quality and accountability mechanisms across all programmes.

Coordinates technical assistance and capacity strengthening for project teams and partners on project management standards and MEAL; and leads program quality team of 10+ staff members and directly line manages MEAL coordinators and Accountability officers.

Experiences and Qualifications

• At least five (5) years of relevant experience in project design, project management standards and MEAL methods in Humanitarian and Development sectors.
• Master’s or higher degree in program management, research, or relevant
• Experience of development and humanitarian emergency work in Oxfam or comparable organization, and an understanding of Livelihoods, Resilience, WASH, EFSVL, protection, and gender programming
• Capacity to adapt a Programmed Quality strategy based on the response programmes and the needs of the
• Good experience of promoting accountability, learning and knowledge management as part of MEAL
• Experience on program cycle management and research and
• Excellent ability and capacity to analyze and communicate complex technical information to a wide audience
• Experience of being accountable to donors and to the programmes for accountability and quality programming
• Strong interpersonal skills and ability to communicate in English clearly both verbally and in writing and with all levels of staff
• Systematic and organised in approach, with ability to work on own initiative
• Strong knowledge and understanding of development and humanitarian issues including the political environment, sensitivity to working with CSOs within the Somali
• Excellent and demonstrable people, collaboration, and networking
• Effective communication internally and externally towards government and NGOs, donors, and internally towards management, program/area managers, technical experts and business support
• Strategic planning skills with ability to contribute to programme overall
