JOB SUMMARY:
The Program Quality, Accountability and Learning (PQAL) Coordinator will lead a team that delivers the analytics, results measurement, and learning that underpin and continuously advance CARE Somalia’s mission and impact. They are responsible for functionality of country level monitoring, evaluation, accountability and learning (MEAL) system, knowledge management, gender equality and oversight of program quality, supporting business development and evidenced-based advocacy and providing leadership to the PQLA team. The position holder will be a member of the Programs team and will be reporting directly to the CARE Somalia Deputy Country Director for Programs.
The Director will lead a team tasked with designing and supporting CLA (Collaboration, Learning and Adaptive Management) practices into all programs, and coaching other members of CARE Somalia staff to successfully adopt CLA skills and business practices. The Director will ensure that data and information are harvested, analyzed, and turned into knowledge and guidance that helps the Counterpart global team improve design and practices.
It is expected that this role will enable and significantly accelerate roll out of CO MEAL approach and procedures, ensuring cross-learning among projects, creating systems for accountability to beneficiaries, donors and other stakeholders, and to build capacity of MEAL staff. the position holder will be responsible for developing successful mechanisms for learning. They will be responsible for cross-cutting programmatic information and learning management, communicating impact narratives, leading effective partnerships and advocacy initiatives. They will ensure that information collected is reflected upon, used to improve ongoing programs, and is incorporated into consistently high-quality reports and proposal development.
