Job Description

    POSITION INFORMATION

Position Title; Logistic officer

Duty Station: Mogadishu office with regular field visits to the programmer locations (where applicable)

Organizational Unit: Operations

Reporting Directly To: Senior Logistic officer

Overall Supervision By: Operations Manager

Managerial Responsibility: Logistic Asssiatant

Duration: 5 months 

  1. ORGANIZATIONAL CONTEXT AND SCOPE

To manage and coordinate Lifeline Gedo logistics functions in line with Lifeline Gedo policies and procedures, including procurement, warehousing and delivery of materials. 

  1. RESPONSIBILITIES AND ACCOUNTABILITIES

Main duties & Responsibilities:

  • Ensure that an efficient and transparent procurement process is always followed in accordance with Lifeline Gedo procurement policy and guideline manual.
  • Ensure that all necessary logistics documents are adequately implemented, monitored & documented; and Supply Requests (SR) are processed in a transparent, efficient & timely manner.
  • Manage all procurement records and file appropriately the relevant document from authorized request to end user.
  • Submit weekly procurement status tracking and monthly stock reconciliation reports to the Senior logistic officer and disseminate information to programs and departments as necessary.
  • Maintain an efficient asset management system (i.e. asset marking & asset register) for all equipment including IT & communications.
  • Ensure that the dispatch of goods, recording system, maintenance of stock cards and monitoring & reporting of all stock movement is carried out as per Lifeline Gedo policy by the warehouses team including the fields.
  • Ensure that proper Lifeline Gedo standard paperwork is always completed for all transportation and delivery of supplies.
  • Identify obsolete (non-moving) & damaged items in stock and submit the list to the line manager biannually for subsequent action. 
  • Produce a monthly consolidated stock report indicating the surplus or shortfalls, status of supply of goods & services, causes of delays for the supplies and solutions proposed to it. 
  • Ensure that periodical stock inventory process is undertaken at all stores in accordance with Lifeline Gedo inventory guidelines.
  • Document properly both regular and random stock checks. 
  • Ensure that procurement is made based on regular market surveys, price comparison of the previous purchases and from the listed potential suppliers.
  • Compile list of potential suppliers for major items & services and update it at every three months.
  • Coordinate the Purchasing Committee meeting to open proforma invoices and process paper works of quote evaluations. 
  • Provide the required support to field staff around logistics & related issues.
  • Develop and implement training and capacity building programmers to all logistics staff including the fields in coordination with the HR.
  • Train and familiarize non-logistics staff about Lifeline Gedo policies/procedures and the utilization of relevant logistics formats.
  • Maintain good working relation with subordinates, staff at every level and suppliers.
  • Perform other duties directed by the supervisor.

Experiences and Qualifications

Qualification:

  • Bachelor's degree in Procurement and Supply Chain Management, logistics, management, or related field
  •  Knowledgeable in Microsoft word and excel application.
  • Experience in handling logistics and procurement

At least Four (4-5) years’ experience working as Logistics and procurement officer.

  • Effective communication skills, both in written and verbal forms to establish effective relationships with a wide range of audiences, including at a geographical distance.
  • Ability to think and act fast.
  • High flexibility
  • Strong sense of urgency and work ethic.
  • Resourceful and focuses on the solution rather than the problem.
  • Can tolerate working under ambiguous circumstances and sometimes difficult situations.

  • Always ensuring strict guardianship and security of financial data and documents, including secure storage, accurate & complete filing and limiting access to the finance office to authorized personnel only. 
  • Ensuring strict adherence to Lifeline Gedo Procurement Procedures and Fraud Policy and always remaining within the boundaries of these policies
  • Ensuring, along with all staff, that all activities are implemented and managed in a transparent participatory manner and in line with Lifeline Gedo policies and procedures. 

 

Other Duties

  • Coordinate with the relevant programmer staff and ensure that Donations in Kind received during the period are accounted for in line with Lifeline Gedo guidelines.
  • Undertake any other appropriate tasks that may be requested by the Operations Manager /line manager from time to time
