PURCHASE, SUPPLY & INSTALLATION OF 190 SOLAR STREET LIGHTS IN
MOGADISHU, SOMALIA
The Benadir Regional Administration (BRA) Municipality, in conjunction with the Federal Government of
Somalia, invites bidders from eligible construction companies for the above-named project being implemented
by the BRA Municipality.
It should be noted that bidders are automatically disqualified from participating in this tender if they assisted
with any part of this project or tender process, including the preparation of technical documents, or if they are
related to a member of the Bid Committee without prior disclosure. Following any disclosure, the Bid
Committee will assess whether the conflict is material. Small businesses, minority-owned firms, and women’s
business enterprises are encouraged to apply.
The mandatory criteria for bidders are as follows. FAILURE TO SUBMIT ANY OF THESE DOCUMENTS
WILL LEAD TO AUTOMATIC DISQUALIFICATION:
a) Valid National certificate of registration from the Ministry of Commerce and Industry, Federal
Government of Somalia (Bar Code matches with Certificate Information).
b) Valid National certificate of registration from the Ministry of Public Works, Reconstruction, and
Housing, Federal Government of Somalia (Bar Code matches with Certificate Information).
c) Valid National certificate of registration from the Benadir Regional Administration - BRA (Bar Code
matches with Certificate Information).
d) Valid Tax Compliance Certificate from the Ministry of Finance, Federal Government of Somalia (with
a valid and readable QR Code, if applicable).
e) Completely Filled out, signed, and Stamped Financial Bid/BOQ. See Attachment L in the Bid Book.
f) Filled and Signed Bidder’s Declaration Confirming the Absence of Any Conflict of Interest (See
Annex I of the RFP).
Other relevant submission requirements related to the evaluation criteria are:
g) Technical Proposal outlining understanding of the assignment, implementation methodology, and
implementation plan.
h) List of previous relevant experience indicating company name, project name, company representative
(name, telephone number & email), and evidence (contracts, signed recommendation letters and
signed Completion/Successful letters)
i) Audited financial reports and bank statements for the last three (3) years.
Submission (Physical & Electronic): Completed bid documents should be submitted in sealed envelopes
addressed to: The Bid Committee, Purchase, Supply & Installation of 190 Solar Street Lights in
Mogadishu, Somalia (PR 054)
Bids are to be delivered to and received at the BRA Municipality Office on or before 1 November 2026 at
10:00 am (East African Time). Bidders are also required to submit their bids by email (sinaan.tender@dtglobal.com) as two separate PDF files - Technical Proposal and Financial Proposal. Both files MUST be
password-protected, with the passwords to be provided in person on the day of bid opening at the BRA
Municipality Office in Mogadishu. Bids received after the deadline date and time will not be considered and
shall be returned to the bidders unopened.
Offers are to remain valid for 180 days from the closing date of this tender. The Bid Committee reserves the
right to vary the quantity of work/materials specified in the tender document without any change in unit price
or other terms and conditions, and to accept or reject any, all, or part of submitted offers.
Bidder’s Conference: All bidders interested in applying will be required (mandatory) to attend the Bidder’s
Conference on Sunday, 18 October 2026, from 9:00 am to 12:30 pm (East African Time) at the BRA
Municipality Office.
Questions Deadline: All questions relating to this solicitation must be submitted electronically via email to
the SINAAN Procurement Team at sinaan.procurement@dt-global.com, no later than Wednesday, 21
October 2026, at 5:00 pm (East African Time).
Question Response: All questions received electronically via email to the SINAAN Procurement Team at
sinaan.procurement@dt-global.com will be responded to on Friday, 23 October 2026, to the bidders who
attended the bidder’s conference.
Bid Opening: Bids will be opened at the BRA Municipality office in BRA on 1 November 2026 at 10:30
am (East African Time) in the presence of the Bid Committee and applicants who wish to attend.
Evaluation Criteria: Offers will be evaluated against criteria including, but not limited to, financial and
technical criteria, past performance, and integrity. Offers will NOT be awarded on the basis of Lowest
Priced Technically Acceptable, but rather on a Trade-off/Value-for-Money evaluation process.
