ABOUT WELTHUNGERHILFE

Welthungerhilfe (WHH) is one of Germany’s largest private humanitarian and development organizations, dedicated to eradicating hunger and poverty. WHH’s work in Somaliland focuses on strengthening food and nutrition security, enhancing WASH systems, and promoting sustainable agricultural and livestock production. The organization also supports climate resilience through innovations in landscape restoration and natural resource management. WHH applies a Humanitarian-Development-Peace (HDP) Nexus approach, emphasizing localization through strategic partnerships, active engagement in coordination forums, and commitment to gender-responsive programming.

Purpose

The overall purpose of this Endline Evaluation is to assess the performance and results of SOM1054  project t against its intended objectives and expected outcomes, in line with the OECD-DAC evaluation criteria of relevance, coherence, effectiveness, efficiency, sustainability, and impact.

conducted as the project approaches completion in March 2026, the evaluation will generate evidence and lessons on the Water Supply Systems Strengthening (WSS) approach and governance models; provide accountability to BMZ, government institutions, Tasco, WHH, and target communities; and strengthen partner and sector capacities through evidence-based learning.

Objectives
To fulfill this purpose, the evaluation will:

  • Assess the project’s performance against its intended outcomes and outputs, in line with the OECD-DAC criteria of relevance, coherence, effectiveness, efficiency, sustainability, and impact.
  • Evaluate the effectiveness and sustainability of the Water Supply Systems Strengthening (WSS) approach, including governance models, financial mechanisms, and service delivery systems.
  • Measure changes in water service reliability, institutional capacity, financial management, and stakeholder coordination compared to baseline conditions.
  • Assess the degree of institutionalization and adoption of sustainable water service practices among Water Management Committees and sector stakeholders.
  • Identify key enabling factors, constraints, lessons learned, and best practices influencing project performance and outcomes.
  • Provide evidence-based recommendations to inform future WASH systems-strengthening programming, replication, and policy engagement.
