ABOUT WELTHUNGERHILFE
Welthungerhilfe is one of the largest private aid organizations in Germany and has no
political or religious affiliations. It was one of the first global initiatives in the fight against
hunger when it was founded in 1962 as the German chapter of the Freed om from
Hunger campaign, which was led by the UN Food and Agriculture Organization (FAO).
From rapid disaster relief to reconstruction and long -term development cooperation
projects with local partners, we provide assistance from a single source. Since its
foundation, WHH has provided 2.25 billion EUR of funding for more than 6,600 projects
in 70 countries.
Welthungerhilfe has been active in Somaliland (Awdal, Woqooyi, and Galbeed ) since
2001 and expanded into South/Central Somalia in 2022 through cooperation with local
implementing partners. Whilst our strategic focus is on building resilience and
strengthening local humanitarian leadership, our activities also respond to recurren t
drought and climate shocks through systems -strengthening approaches.
About the project
The planned project will strengthen WASH governance and climate -resilient, sustainable
water supply in context s of recurrent drought and climate variability. Target groups
include the national and line Ministries of Water in Somaliland and Somalia, private water
service providers, community water management committees and water point operators,
and NGOs.
Project Objective: To strengthen sustainable and climate -resilient water supply systems
and governance through a systems -based approach that enhances service delivery,
builds stakeholder capacity, and improves the long -term functionality of water
infrastructure.
Planned project outputs (to be validated through the feasibility study) include:
• Strengthened WASH governance and institutional capacity for improved
coordination and oversight of climate -resilient and sustainable water services;
• Mapping of water sources, management, and groundwater resilience to establish
a live database ;
• Smart monitoring systems for real -time water management;
• Public -private partnership -based service delivery models established;
• WASH technical guidelines developed.
Purpose/Objective
The overall purpose of the feasibility study is to conduct an independent and thorough
analysis of the proposed project approach and to evaluate its feasibility to realize the
intended project outcomes, considering the resources, institutional environment, and
realities on the ground in Awdal Region (Somaliland) and Jubaland State (Somalia). The
consultant is expected to propose adjustments or alternative feasible actions and to give
concrete, actionable recommendations for the further development of the project
concept ahead of full proposal submission to BMZ.
