INSTRUCTIONS TO BIDDERS
A. GENERAL
1.Scope of Bid
1.1 HA-Somalia invites bids for the Supply and Delivery of Fisheries Equipment for the
Empowerment of Minority Fishermen through Sustainable Fisheries Cooperatives in
Mogadishu, Somalia.
1.2 The material/goods are specified in greater details in the Sub Section of the Bid
Documents.
1.3 The successful Bidderis expected to complete the supply by the Intended Completion date
which is given in the section II, effective from the signing of Contract.
2.Eligible Bidders
2.1 This Invitation for Bids is open to companies with experience in Supply and Delivery of
Fisheries Equipment for the Empowerment of Minority Fishermen through Sustainable
Fisheries Cooperatives in Mogadishu, Somalia.
2.2 Bidders shall not be under a declaration of ineligibility for corrupt, fraudulent and coercive
practices issued by HA-Somalia.
2.3 Bidders shall not be involved in criminal acts/activities or associated with individuals
and/or entities associated with criminal activities.
3.Corrupt, Fraudulent, Collusive and Coercive Practices
3.1 HA-Somalia requires that all; HA-Somalia staff, bidders, suppliers or distributors, observe
the highest standard of ethics during procurement and execution of all contracts. HASomalia shall reject any Bids put forward by Bidders or where applicable terminate their
contract, if it is determined that they have engaged in corrupt, fraudulent, collusive or
coercive practices.

4. The selection criteria for Supply and Delivery of Fisheries Equipment for the Empowerment
of Minority Fishermen through Sustainable Fisheries Cooperatives in Mogadishu, Somalia:
4.1. General Eligibility Criteria (Mandatory)
Bidders must meet the following minimum requirements to be considered:
Valid business registration and operating license.
Proof of tax compliance in Somalia.
Submission of a complete and signed bid, including BOQ pricing.
Acceptance of Human Appeal policies, including safeguarding and code of
conduct.
Ability to supply all fisheries equipment as specified in the BOQ, including boats,
engines, and fishing tools.
4.2 Technical Selection Criteria – Supply and Delivery of Fisheries Equipment for the Empowerment
of Minority Fishermen through Sustainable Fisheries Cooperatives in Mogadishu, Somalia.
Bidders will be evaluated on their technical capacity based on the following:
Full compliance with BOQ specifications for all listed fisheries equipment (boats,
engines, nets, GPS, freezers, safety items, etc.).
Proven experience (minimum 2–3 years) in supplying fisheries or marine equipment.
Demonstrated capacity to deliver goods of similar nature and scale (minimum two
references or contracts).
Ability to meet delivery timelines and logistics requirements in Mogadishu.
Availability of after-sales technical support and spare parts, particularly for engines and
equipment.
4.3 Financial Evaluation Criteria – Supply and Delivery of Fisheries Equipment for the Empowerment
of Minority Fishermen through Sustainable Fisheries Cooperatives in Mogadishu, Somalia.
Financial proposals will be evaluated as follows:
Bidders must submit clear and itemized pricing in accordance with the BOQ structure.
Prices must be quoted in the required currency and include all applicable costs
(transport, delivery, taxes where applicable).
Evaluation will be based on:
• Total evaluated cost
• Cost-effectiveness in relation to technical compliance
Award will be made to the lowest priced, technically compliant bidder.

4.4 Quality, Environmental, and Safeguarding Criteria
Bidders must ensure that:
All fisheries equipment supplied is of high quality, durable, and suitable for coastal
fishing conditions.
Safety equipment (e.g., life jackets, first aid kits) complies with recognized standards.
Environmental considerations are respected, including:
Provision of equipment that minimizes environmental impact.
Compliance with sustainable fishing practices where applicable
Full adherence to Human Appeal safeguarding policies, ensuring ethical conduct and
protection of beneficiaries throughout the supply and delivery process.
