Invitation to Bid No.: ITB-SOM-CO-2026-010 Purchase Agreement for the Provision of training venues and catering service and hotel accommodations for DRC Baidoa and Beletweyne Offices

Dear Sir/Madam:

The Danish Refugee Council (DRC) has received a grant from various donors for the implementation of the humanitarian aid operation in Somalia. Part of this operation includes the provision of hotel accommodations, training venues and catering service. Therefore, the DRC requests all Interested Bidders to submit price bid(s) for the supply of the item(s) listed on the attached DRC Bid Form Annex A.

1. Important information regarding this ITB:

• This ITB is launched for the purpose of establishing a framework agreement with the supplier for the provision of training venues, catering service and hotel accommodations for DRC Somalia offices in Beletweyne and Baidoa Offices for a period of 24 months with the possibility to be extended for another 12 months based on Satisfactory Service delivery.

• To participate in the FWA, respondents will need to be successful in this tender exercise. When an FWA is established with a supplier, the purchasing mechanism will be based on a Purchase Order for a specified period of time and schedule of services - so when DRC requires a service, a Purchase Order will be sent to the supplier to contract each specific order and confirm terms. Each Purchase Order will be an individual contract based on the agreed terms in the FWA and governing terms and conditions in the Purchase Order and DRC General Conditions of Contract.

• This Framework agreement consisting of four Lots:

• Lot 1 - Provision of training venue and catering service for DRC Beletweyne Office

  • Lot 2 - Provision of hotel accommodations for DRC Beletweyne Office
    • Lot 3 - Provision of training venue and catering service for DRC Baidoa Office
    • Lot 4 - Provision of hotel accommodations for DRC Baidoa Office
  • Bidders are allowed to apply for one lot or all lots.
  1. Bidders applying for any of the four lots must have  Physical presence in the area where they apply for.
  2. The specifications can be found in Annex A.1 - Technical Bid form, Annex A2 – Financial Bid Form.
  3. Each Lot will be evaluated separately.
  4. A Framework agreement is not binding for DRC to place any Purchase Orders. DRC will place orders with the awarded supplier based on the agreement as per its requirement.
  5. DRC may choose to cancel the agreement if deemed necessary.
  6. DRC may choose to split the contract award to more than one supplier.
  7. The provision of the service shall be within 3 Days of placing order. 
  8. No advance payment will be paid to the awarded supplier. The awarded supplier is expected to mobilize its own resources to deliver the agreed services.
