INSTRUCTIONS TO BIDDERS 

A. GENERAL 

1. Scope of Bid 1.1 

HA-Somalia invites bids for the supply, installation, and commissioning of complete greenhouse system with integrated solar component. 

1.2 The material/goods are specified in greater details in the Sub Section of the Bid Documents. 1.3 The successful Bidder is expected to complete the supply by the Intended Completion date which is given in the section II, effective from the signing of Contract. 2. Eligible Bidders 2.1 This Invitation for Bids is open to companies with experience in Supply, installation, and commissioning of complete greenhouse system with integrated solar component 2.2 Bidders shall not be under a declaration of ineligibility for corrupt, fraudulent and coercive practices issued by HA-Somalia. 2.3 Bidders shall not be involved in criminal acts/activities or associated with individuals and/or entities associated with criminal activities. 3. Corrupt, Fraudulent, Collusive and Coercive Practices 3.1 HA-Somalia requires that all; 

HA-Somalia staff, bidders, suppliers or distributors, observe the highest standard of ethics during procurement and execution of all contracts. HASomalia shall reject any Bids put forward by Bidders or where applicable terminate their contract, if it is determined that they have engaged in corrupt, fraudulent, collusive or coercive practices. 4 Integrated Sustainable Agro-processing and food security initiative in Baidoa and Mogadishu, Somalia Project SO-26-730-01 4. 

The selection criteria for supply, installation, and commissioning of complete greenhouse system with integrated solar component: 1. Eligibility and Legal Compliance • The bidder must be a legally registered company with valid business registration and tax compliance certificates issued by the relevant authority. • The bidder must be authorized to operate within Somalia and able to deliver works in Baidoa and Mogadishu. • Submission of valid company profile detailing organizational structure and core business activities related to greenhouse, hydroponic, irrigation. 3. Compliance with BOQ and Technical Specifications • The bidder must fully comply with the provided BOQs for:  Greenhouse structural components,  Irrigation systems,  Seeds, fertilizers, pesticides, and land preparation works,  Hydroponic system components,  Solar system components and installation. • Partial bidding or deviation from BOQ quantities and specifications is not permitted unless clearly justified and approved. 4. Solar System Technical Requirements • The bidder must demonstrate technical competence in solar system integration for greenhouse operations, including:  Proper sizing, installation, testing, and commissioning of:  Solar panels,  Battery storage,  Charge controllers,  Lighting fixtures,  Protection systems (MCB, fuses, isolators). • Submission of a basic solar system layout and wiring approach. • All solar components must be new, unused, and compliant with IP and electrical safety standards.
