1. This Invitation for Bids follows the General Procurement Notice (GPN) for this project that appeared in UNDB online (No. AfDB-P2124511-07/24) of 1 July 2024 and on the

   African Development Bank Group’s Internet Website on 1 July 2024.

2. The Government of Somaliland has received financing from the African Development Bank towards the cost of the Multinational Negad-Lowyaddo – Borama Road. It is intended that part of the proceeds of this grant will be applied to eligible payments under the contract for Upgrading of Lowyaddo – Zeila Road (30km) to Bituminous Standard.

3. The Somaliland Roads Development Agency now invites sealed bids from eligible bidders for the execution of the works involving upgrading of Lowyaddo – Zeila Road (30km) to bituminous standard, construction of 7.0m wide carriageway, 1.5m shoulders, drainages and other ancillary works. The flexible pavement structure comprises asphalt concrete surfacing (wearing course), crushed stone base, gravel sub-base. The shoulders shall be double surface seal.

The road is located in Somaliland and is part of Lowyaddo – Borama Road. The construction period is 15months (including mobilisation) and this is followed by 12 months (365 days) Defects Notification Period (DNP).

1. Bidding will be conducted through the Open Competitive Bidding (International), (OCBI) procedures as specified in the Procurement Policy for Bank Group Funded Operations (October 2015) which is available on the Banks website www.afdb.org and is open to all eligible Bidders as defined in the Procurement Framework.
2. Interested eligible bidders may obtain further information from and inspect the bidding documents (during office hours, 07:00 –14:00 hours local time on Saturdays – Thursdays except on Public Holidays) at the address below.
3. A complete set of bidding documents in English may be purchased by interested bidders on submission of a written application to the address below and upon payment of a non-refundable fee of USD$250 (two hundred and fifty US Dollars). The method of payment will be by direct deposit to the following account:

The bidding documents will be issued to the bidder (in electronic copy) upon presenting proof of payment. (NB: The essence of issuing electronic copies of the bidding documents to Bidders is to enable Bidders to complete the various Forms in the Standard Bidding Document electronically and have them submitted in hard copies.).

1. A pre-bid meeting shall be held on 21 April 2025 at 10:30am Hargeisa Time at the address below physically and virtually. A site visit conducted by the Employer shall NOT be organized. However, the Bidder are encouraged to visit the project site.
2. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the African Development Bank Standard Bidding Document for Procurement of Large Works.
3. Bids must be enclosed in plain packages and clearly marked with the Tender Reference Number and Description for identification as appropriate, sealed and transmitted by courier or delivered by hand so as to be received at the address below (in hard copies) on or before 20 May 2025 by 1:00pm Hargeisa Time and must be accompanied by a bid security of USD$650,000 (Six Hundred and Fifty Thousand US Dollars).
