  1. The Federal Government of Somalia has received financing from the African
    Development Fund (ADF) toward the cost of the Skills for Employability, Inclusion and
    Productivity (SEIP) Project, and intends to apply part of the proceeds toward payments
    under the contract for Construction and Rehabilitation of the Industrial Vocational
    Training Center (IVTC) TVET Centre in Mogadishu-Somalia. The Ministry of Labour and
    Social Affairs (MOLSA), Federal Government of Somalia, serves as the Executing Agency
    of the project. For this contract, the Borrower shall process the payments using the
    Direct Payment disbursement method, as defined in the Bank’s Disbursement
    Guidelines and procedures for Investment Project Financing.
  2. The Ministry of Labour and Social Affairs (MOLSA), Federal Government of Somalia, as
    the Implementing Agency for the project now invites sealed Bids from eligible Bidders
    for Construction and Rehabilitation of the Industrial Vocational Training Center (IVTC)
    TVET Centre in Mogadishu-Somalia.

How To Apply

Bidding will be conducted through the Open Competitive Bidding (International), OCBI
procedures as specified in the Bank’s Procurement Framework2 dated October 2015
and is open to all eligible Bidders as defined in the Procurement Framework.
4. Interested eligible Bidders may obtain further information from the Ministry of Labour
and Social Affairs (MOLSA), Somalia Country Office via email address
Seipprocurement@molsa.gov.so; Copy: Mohamed@molsa.gov.so, and
dg@molsa.gov.so inspect the bidding document during office hours 08:00 to 16:00
hours at the address given below.
5. The bidding document in English may be obtained by interested eligible Bidders upon
the submission of a written application quoting MOLSA-SEIP-OCBI-2026-001 in the
subject line to the email address Seipprocurement@molsa.gov.so; Copy:
Mohamed@molsa.gov.so, and dg@molsa.gov.so free of charge. The document will be
sent by via autoreply containing a downloadable link.
6. Bids must be delivered to the address below on or before 20 July 2026 at 10:00 hrs. local
time. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be
publicly opened in the presence of the Bidders’ designated representatives and anyone
who chooses to attend at the address below on 20 July 2026 at 10:30 hrs. local time.
7. All Bids must be accompanied by a bid security of $90,000 in United States Dollars.
8. Attention is drawn to the Procurement Framework requiring the Borrower to disclose
information on the successful bidder’s beneficial ownership, as part of the Contract
Award Notice, using the Beneficial Ownership Disclosure Form as included in the
bidding document.
