INVITATION TO BID
Provision of vehicle rental service for IRS offices as per the below specifications & location in South-Central Somalia.
Islamic Relief Somalia is an international humanitarian organization that has been working in Somalia since 2006. We are committed to achieving our core vision of caring for the people in all the countries where we work. Our goal is to provide vulnerable communities in Somalia with access to basic needs including Water, Sanitation and Hygiene (WASH), Education, Basic Health services and Livelihood Support.
EVALUATION CRITERIA
1. Mandatory documents
Provide a certified copy of business registration(company/organization)
Provide a certified copy of tax registration
Company profile-Provide information on ownership structure - name of directors/owners of the company(company/organization)
Provide the vehicle’s ownership book
Provide copy of driver’s driving license according to the vehicle level with his/her CV
Provide CID police clearance certificate for the driver
Provide proof of vehicle registration with the Government of Somalia (relevant authorities) allowing unrestricted access and ease of movement
Successful bidder will be required to sign Islamic-Relief Supplier Code of Conduct form
2. Technical Evaluation
a) Provide at least 3 references including names and contact information from previous clients who can be contacted regarding relevant experience.
b) The details in the Vehicles ownership book to match the vehicle specifications mentioned.
c) Provide details, proof of unrestricted access and ease of movement within the target location.
d) Demonstrate ability to provide the specific services i.e. provision of car rental services. This is the firm’s core business
e) Methodology/approach of handling this service
f) Qualification of personnel to the assignment. All drivers should have a minimum of secondary education-Attach Driver’s CV
g) Experience of personnel to the assignment. Drivers must have at least 5 years of driving experience in driving passengers with knowledge of the local traffic rules and knowledge of the different locations inside the target location.
3. Financial Evaluation Criteria
Provide a financial proposal quoted in USD. Quote should detail the rate per day for the various vehicle types outlined under section 1.1 Vehicle Specifications. Applicable tax must be clearly stipulated and separated from the base costs.
Bank statement updated for the past six months with a balance not less than 50K.

Bids received after the deadline shall not be considered after 30th of April 2025 at 4:00 pm.
