Job Description

TITLE: Humanitarian Gender Cluster Coordinator – Gender in Humanitarian Action (GiHA) Working Group

TEAM/PROGRAMME: Humanitarian Programme Team

LOCATION: Mogadishu (with some field travel)

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Inter-Agency Standing Committee (IASC) Policy on Gender Equality and the Empowerment of Women and Girls (GEEWG) in Humanitarian Action, endorsed by the IASC Working Group, mandates the establishment of a gender coordination structure within the humanitarian architecture to support the Humanitarian Country Team. This structure is designed to integrate gender equality across all response levels and provide support to the Humanitarian Country Team (HCT), the Inter-Cluster Coordination Group (ICCG), and individual clusters in mainstreaming gender considerations into their daily work.

In June 2023, the Somalia Humanitarian Country Team endorsed recommendations from an Operational Peer Review to mobilize such a group and develop collective criteria to encourage women and minority representatives' participation. These recommendations align with the HCT-ICCG Compact and the IASC GenCap roadmap for Somalia, reflecting the operation's commitments to gender equality.


Save the Children and UN Women have been designated as co-leads for the GiHA Working Group, working impartially to serve all members' needs. The Humanitarian Gender Coordinator will be the GiHA Working Group co-lead for Save the Children. In this role they will provide advisory support, coordination, promotion of gender equality issues, capacity building, and technical assistance for integrating GEEWG within sectoral and cross-cutting programming and plans in line with global gender standards and the accountability framework.

On behalf of Save the Children and in support of the government and all humanitarian actors, this post aims to provide leadership and facilitate processes to ensure a well-coordinated, strategic, adequate, coherent, and effective response by participants in the GiHA Working Group.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Reports to: Humanitarian Director (with a dotted line of reporting to the Senior Gender Equality Advisor and GAASHAAN Consortium Director).

Dimensions:

Somalia is among the most complex and promising operational contexts for Save the Children's work, particularly concerning gender equality, women's rights, and addressing gender-based violence (GBV). Despite its status as one of the world's youngest nations, Somalia's history of prolonged conflict has deeply entrenched gender disparities and heightened vulnerability for women and girls. Our current priorities center on advancing gender equality, promoting women's rights, and combating GBV through targeted interventions and advocacy efforts. These include initiatives focused on empowering women, providing essential services for survivors of GBV, and advocating for policies that promote gender justice and equality.

KEY AREAS OF ACCOUNTABILITY:

The Humanitarian Gender Coordinator as the GiHA WG Coordinator will:

1. Provide coordination and technical support to the GiHA WG:


- Support the development, implementation and monitoring of the GiHA WG work plan in alignment with gender assessment findings and current response priorities;

- Coordinate GiHA WG meetings, ensuring timely preparations and minute-keeping;

- Coordinate and support the organization of GiHA WG advocacy activities and campaign events;

2. Support knowledge and information production and management:

- Work with the GiHA WG to ensure sex- age- and disability disaggregated data is available to inform the decision-making of the ICCG and other stakeholders;

- Lead and coordinate the development of GiHA WG knowledge products, including periodic gender assessments that highlight key gender issues to be addressed by different sectors;


3. Coordinate and lead GiHA WG capacity development activities to advance gender mainstreaming in the response

- Provide technical support to the GIHA WG members and the sector coordinators on standards, policies, and guidance related to GiHA, and support further adaptation of global standards and technical resources to the specific needs of Women and Girls in Somalia;

- Identify capacity development needs of the different sectors vis-à-vis gender mainstreaming guidance and tools.



4. Provide technical inputs and advice to sector working groups (SWG) and the ICCG

- Provide gender inputs to the Joint Response Plans, HNO, and related processes, ensuring gender data and analyses inform related planning and programming;

- Contribute substantive gender-specific inputs to Inter-Sector Coordination Group meetings, participating in related meetings on behalf of the GiHA WG.


5. Provide technical support to strategic partnership building and resource mobilization

- Support localization and participation through facilitating engagement and contributions from local Women's Leadership Organizations (WLOs) and Women's Rights Organizations (WROs) to humanitarian analyses and decision-making;

- Track and monitor humanitarian funding made available for gender equality and empowerment of women and girls programming and local women's organizations, and ensure that GiHA WG members are aware of fundraising opportunities.


6. Provide technical support to the management of people and finances related to GiHA WG activities


- Monitor budget implementation and GiHA coordination activity expenditures, maintaining an updated budget utilization plan and performing budget revisions when required;

- Oversee the recruitment and work of short-term deployments to GiHA WG activities as needed.



7. Coordinate and lead the Gender Working Group within Somalia NGO Gender Consortium:

- Facilitate regular monthly meetings and discussions among consortium GE WG's members to share best practices, challenges, and lessons;

- Collaborate with external partners, stakeholders, and donors to advocate for gender equality priorities and initiatives.;


- Conduct training sessions and capacity-building workshops for consortium’s GE WG members;


- Represent the NGO Consortium Gender TWG in relevant forums, conferences, and events related to gender equality advocacy and programming.

The Humanitarian Gender coordinator, as the GiHA WG Coordinator will work in close coordination with the UN Women co-coordinator, Somalia HCT, CCG, and the Global GRG Advisory Group to facilitate the exchange of information and effective assessment of needs. He/She should coordinate with the CEA Network, the Disability Inclusion Working Group; the GBV AoR; the PSEA Network, the Centrality of Protection Implementation Support Group, the local Working Group, and others as relevant.

The coordinator will work impartially under the supervision of Save the Children's Humanitarian Director.

Experiences and Qualifications

QUALIFICATIONS 

  • Master's degree in Gender Equality, law, social work, or related field, with a focus on gender equality.

EXPERIENCE AND SKILLS

  • Minimum 5 years of professional experience, including senior management or technical roles in gender equality, women’s rights and GBV within humanitarian contexts for international NGOs.
  • Profound understanding of gender equality issues, particularly in GBV emergencies, women's rights, and engagement with WLOs and WROs.
  • Proficiency in utilizing tools such as the IASC Gender Handbook, IASC Gender Equality Framework, and Gender and Age Marker.
  • Strong commitment to engaging and capacity building of gender and GBV partners in Somalia, including WLOs and WROs.
  • Demonstrated experience in coordinating with government officials and facilitating the involvement of women's rights organizations and networks in crisis responses.
  • Track record in writing and reviewing funding proposals for large institutional grants.
  • Exceptional analytical skills with the ability to distill key points from extensive information.
  • Excellent writing abilities to present complex information concisely and persuasively.
  • Highly developed interpersonal skills, adept at clear and effective communication and negotiation across diverse cultural and language barriers.
  • Cultural awareness and ability to thrive in an international environment with individuals from various backgrounds.
  • Results-oriented mindset with a willingness to adapt work practices and hours as needed.
  • Fluency in English, both spoken and written; proficiency in Somali is advantageous.
