1. Objectives of the position The aims of the position are to manage Welthungerhilfe’s personnel administration and to
provide respective services to internal customers.
2. Duties and area of responsibility
2.1. Duties with own area of responsibility
• Support employment planning and recruitment for new positions
o Assist the management in defining future personnel needs (employment
planning)
o Continuously review and adapt existing standard job descriptions
o Update existing standard requirement profiles for each open position
o Ensure vacancy announcements correspond to the requirement profile and
Welthungerhilfe standard, publish them
o Keep the candidates informed about the selection process (acknowledgement
of receipt, results)
o Pre-select candidates based on requirements and terms of reference and
propose suitable candidates to the management
o Organize and participate in the selection interview
o Manage and regularly update the personnel files for Welthungerhilfe national
personnel
• Manage compensation and benefits issues
o Assess the competitiveness of Welthungerhilfe salaries through benchmarking
with other agencies
o Document conditions for benefits to be paid and report the need for
adjustments
o Keep track of host country legislation concerning compensation and benefit
issues and identify need for adjustments
o Prepare Welthungerhilfe standard employment contracts (national personnel,
consultants) according to specifications in the service request
o Advise the management on the proper classification of positions and/or suitable
remuneration according to Welthungerhilfe’s remuneration system for national
personnel and consultants
o Check contracts (legal aspects, classification, remuneration) and whether they
correspond to Welthungerhilfe rules and agreements
o Submit proper contracts to the management for signature and send one copy
and one original version of the contract back to the project/programme
o Monitor the contract implementation and process requests for subsequent
payment
• Maintain good employee relations
o Organize the election of an employee representation and inform elected
representatives about important issues (upon request of the management team)
o Plan and organize the annual Welthungerhilfe get-together
2.2 Duties without own area of responsibility
• Fulfillment of any other tasks which are assigned by the management and correspond
in general with the character of this position
2.3 Specific activities and duties of the position / Position specific qualifications
To be filled in or described individually by the Country Director or immediate superior
1. Keep track of country legislation concerning employment terms and conditions, and
compensation and benefit issues and make recommendations to the CD for appropriate
corrective action
2. Prepare Welthungerhilfe standard employment contracts (national personnel,
consultants) according to specifications in the service request and precent to the CD for
approval
3. Advise management on the proper classification of positions and/or suitable
remuneration according to Welthungerhilfe's remuneration system for national personnel and
consultants
4. Ensure that staff/consultants contracts (legal aspects, classification, remuneration)
correspond to Welthungerhilfe rules and agreements
5. Submit all staff/consultant contracts to the CD for authorization prior to the
commencement of the assignment, and submit a copy to the hiring manager/Head of
Department
6. Lead the HR Department and assure effective staff management and
implementationtation of provisions of the GTC/HR Manual
7. Provide professional guidance to Heads of Project/Heads of Department and
Country Director for career development of individual staff
8. Maintain updated personal files for local staff
9. Ensure effective staff leave management
10. Maintain good contacts with the Ministry of Labor and Somalia Immigration
Service in dealing with immigration issues and ensure speedy processing of applications
work permits, residence permits and entry permit for international staff
11. Ensure that all employees always have valid medical cover and revoke such cover
at the end of their contract
12. Prepare monthly payroll in consultation with line managers and the Head of
Finance
13. Ensure that whenever possible, an exit interview is carried out before the
separation is done.
14. Work as a bridge builder and teambuilder between management and the rest of
the staff
15. Investigate all cases or misconduct and policy violation and present report and
recommendations to the CD
16. Ensure that all staff always have valid ID cards and revoke such IDs at the end of
a staff contract.
17. Provide support for visas, booking of hotels and flights for staff and guests
18. Present weekly report to the HoF on: staff recruitment, policy violation,
staff/departmental leave plans, staff movements, staff contract status etc

1.1 Professional/ formal qualification
Training as described above with additional qualifications (e.g. technician, trainee
programme, vocational college) or relevant professional experience

2 to 5 years' professional experience
