Job Description

Position: Human Resource Officer

Responsible to: Regional Human Resource Manager.                              

Location: Hargeisa (M/Jeeh Region)                                         

Closing date: 28th July 2024

Created in 1982, Humanity & Inclusion is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside people with disabilities and other vulnerable groups, our actions are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights. HI was the co-winner of the Nobel Peace Prize in 1997 for its role in the International Campaign to Ban Landmines and was awarded (October 2016) a prize by the Office of the Presidency in Somaliland for services to Persons with Disabilities.

 

Humanity & Inclusion started in Somaliland in 1992 by setting up a rehabilitation center in Hargeisa. HI’s strategy in Somaliland is to advocate for the rights of persons with disabilities and to engage development actors to promote inclusion and participation of persons with disabilities and other vulnerable people at local and national level. 

 

HI is seeking a qualified individual, with solid background in Human Resources Management, to support the review and rolling out of HR standards. The suitable candidate will work closely with the Regional HR manager and the country Manager.

Responsibilities

Responsibility 1: Contributes to the quality of personnel administration for HI staff present in his/her geographical area.

-          Rolls out personnel administration policies, processes, and tools in his/her geographical area.

-          Organizes staff briefings on administrative matters and local employment conditions.

-          Produces documents and applies regulatory procedures concerning personnel administration.

-          Is responsible for implementing HI’s social security policy fairly and in compliance with local legislation.

-          Ensures that personnel files are archived in compliance with HI’s rules.

-          Support HR Administrative activities that are requiring HIPEOPLE interface

 

Responsibility 2: Is responsible for, or helps with, payroll management.

-          Is responsible for implementing the payroll process within his/her scope of responsibility in compliance with HIs legal and social obligations, rules and policies.

-          With delegated authority from his/her HR (line) manager, represents HI with local administrative authorities. (employment inspectorate, etc.).

 

Responsibility 3: Oversees staff movements in his/her geographical area.

-          In collaboration with log team ensures the obtaining, monitoring, and renewal of visas for international staff that can be carried out locally.

-          Is responsible for implementing and monitoring the R&R policy in his/her geographical area.

 

Responsibility 4: Legal and social aspects: participates in monitoring compliance with the HR legal framework in his/her geographical area.

-          Monitors and informs his/her manager of the need to renew the legal documents ensuring the legal exercising of the Association's activities.

-          Ensures compliance with HI's legal obligations within his/her scope of responsibility: paying the appropriate social contribution rates, updating knowledge of social minima and legal obligations, etc., as well as ensuring compliance with the rules of accountability towards donors.

-          Relays or organizes the dissemination of information to staff (mandatory notices).

-          With delegated authority from his/her HR (line) manager, represents HI with any existing staff representative bodies.

-          With delegated authority from his/her HR (line) manager, represents HI with local administrative authorities (employment inspectorate, tax authorities, etc.).

-          Contributes to the management of ongoing disputes with third parties or employees in his/her geographical area.

 

Responsibility 5: Implements the recruitment process for national positions in his/her geographical area; supports the manager at every stage.

-          Assists managers on how to apply the recruitment and mobility processes and ensures the process' quality and compliance with HI policies, particularly in emergencies.

-          Is responsible for the HR part of the recruitment process in compliance with HI’s policies.

-          With his/her HR manager, establishes the salary level of the candidate for the job in compliance with the current pay policy and communicates an employment offer to the candidate.

-          Establishes and coordinates a local pool of candidates and profiles, and updates it regularly, with regard to rare profiles, as well as a local “emergency HR” pool.

-          Helps to identify training needs, and to draft and monitor the training plan.

 

Responsibility 6: Emergency preparedness and response

Contributes to the programme's emergency preparedness actions and, during an emergency response, adapts his/her working practices to help facilitate an effective humanitarian response by HI

Experiences and Qualifications

Bachelor’s degree in Human Resources management preferred and other related field of specialization such as Management, Law, etc with profound experience on HR settings

  • At least 5 years’ experience working in Human Resources with International NGOs
  • Good Understanding of the Labor Code in Somaliland
  • Demonstrated experience working autonomously
  • Proficient skills in document/ policy review  
  • Excellent in spoken and written English,
  • Proficient in using computer programs (Word, Excel, Power Point, Publisher, etc.)
  • Basic training and presentation skills
