Job Summary

 

The Hub coordinator has overall responsibility for the implementation and strategic direction of CARE programs in the area, and is responsible for compliance to CARE;s policies and procedures, and for fostering effective relationships and communication with the partners, Government and other NGOs in the area.

 

  • Reporting to the Country Director, the hub coordinator is the day-to-day supervisor of an international and national team of project managers and operations staff, who in turn oversee large teams of international and national program and operations staff.
  • Ensures coordination and delivery of the country strategy by matrix management of operations, technical and program staff, ensuring integration and learning.
  • Provides day-to-day support and guidance to program teams on program cycle management, budgeting, proposal development and operational functions, including finance, logistics and procurement.
  • Provides oversight to ensure the successful implementation of all programs, with the support of the technical teams and constantly monitors the context to ensure programming is relevant and responsive to priority needs.
  • Responsible for representing care externally at the hub level, including with local authorities, in coordination fora, with other agencies as well as with donors where relevant.
  • Ensures a strong line of communication between care’s hub office and sub-offices, program pillar coordinators, operations teams, and program quality departments seeking program direction and input on important programmatic and operational issues in a timely manner.
  • Provides strong oversight of security management of the hub and sub-office teams and ensures all safety and security measures, including contingency plans and standard operating procedures, are in place and well understood and observed by all staff.

Job Responsibilities:

Coordination and Representation:                                                                    (15%)

 

  • Represent CARE at all relevant forums in the area & liaise with local authorities & different stakeholders.
  • Ensure that CARE's reputation in the area remains high and that issues of concern are raised with the Country Director in a timely manner.
  • Provide leadership, coordination, and integration of CARE activities in the hub area of responsibility.
  • Ensure CARE projects in the area remain aligned to CARE's global strategy and country strategic direction and in line with needs in areas of operation.
  • Positively contribute to the team-building efforts and ensure that effective coordination exists inter-program teams and between program and operations teams at hub and country level.
  • In close collaboration and consultations with the DCD Operations, DCD Programs and Head of Program Quality Unit, ensure program strategy and delivery is up to date and well-resourced.

 

Program coordination and Management:                                            (25%)

 

  • Be a driving force in terms of developing the CARE’s program and provide inputs to fundraising efforts in coordination with the relevant teams
  • Supervise the effective, efficient, and timely implementation of all projects according to agreed contracts, budgets, and donor requirements.
  • Provide clear and coherent guidance and synergies to CARE's multi-sectoral emergency and longer-term projects in the area.
  • In consultation with DCD Operations and Program, oversee program work plans from Technical Specialists and pillar coordinators in accordance with annual planning and funding;
  • In close consultation with the PDQU Unit, ensure that relevant beneficiary data is collected, compiled, analysed and distributed and that relevant assessments are conducted in the project area and learning institutionalised.
  • Monitor budgets in coordination with relevant Program Managers to ensure there is no overspending or underspending and flag any issues at the monthly review meetings.
  • Provide regular area information and flash reports on program activities, policy matters and external relations based on agreed formats and schedules;
  • Ensure complaint-handling mechanisms are in place in all programs and promote accountability concepts.
  • Oversee preparation of program portfolios by area teams for presentation at relevant meetings and identify opportunities for new programs in coordination with country program pillar leads.
  • Day-to-day management of program managers, ensuring all program managers have clear work plans in place and are following them.
  • Quality control and monitoring of key result contract performance indicators in the area.

 

Operations coordination and Management:                                                    (25%)

 

  • Manage CARE staff and resources in the area and coordinate with relevant operations managers as required.
  • Ensure that the activities of operations support teams are carried out in compliance with CARE policies, procedures
  • Ensure all key staff functions (Program and operations) are adequately staffed, including master budgets for both program and support staff, are available for effective management of area/field offices.
  • Ensure that monthly technical and program function reports are sent timely to the CO senior management team.
  • Coordinate all financial management, area master budget management, salary allocation table and maintain efficient financial control, and tracking, including donor reporting. Monitor and analyse financial risks in line with the financial procedures
  • Oversight and management of the Bank Accounts including deposits, withdrawals, preparation of bank reconciliations and revision/negotiation in regards to bank charges on a yearly basis.
  • Proactively engage in proposal budget development, implementation and revision as may be

required and requested from the program team and finance and awards team.

  • Ensure proper control of procurement and management of supplies, vehicles, assets & stock and ensure necessary systems in procurement and logistics are in place and continuously followed.
  • Coordinate with the IT department and manage IT and communications systems in the area, ensuring asset lists are up to date.
  • Ensure that people and Culture activities (recruitments, onboarding, performance) are

effectively managed.

  • Ensure that national staff are continuously developing their ability to fulfill job descriptions and acquiring new skills as much as possible through internal and external trainings.
  • Ensure CARE Hub operations comply with all local labour laws and legislation

 

Safety And Security Management:                                                                                (15%)

 

  • Responsible for ensuring CARE Safety protocols are implemented in carrying out all activities in the area and adequate measures are in place to mitigate any potential risk to office, staff & assets.
  • Continuously review security situation in the area and coordinate with country safety team on all matters related to safety & security.

 

Staff Management And Development:                                                                       (15%)

In coordination with relevant functional and program Coordinators:

 

  • Supervise and provide leadership to the CARE team members and staff; ensure they fully
  • understand their roles and responsibilities, work effectively as a team, and deliver on tasks in a timely manner.
  • Guide, supervise, coach, manage, mentor, and provide leadership and support to the Operations and program staff on a day-to-day basis to meet program tasks and responsibilities to deliver within contractual obligations.
  • Fostering and improving a team atmosphere focused on program quality and learning, with constructive dialogue around challenges, failures, and successes, and with an eye on problem-solving and constructive criticism;
  • Developing a positive team dynamic that encourages open dialogue and constructive feedback.
  • Develop clear supervisory structures, meetings, reporting, etc, with each supervisee.
  • Undertake mid-term and annual staff appraisals in line with Position Descriptions and other requirements in a timely manner.
  • In a timely manner, notify and consult the supervisor and people and culture department and CAREs management on any staff concerns related to their conduct, performance, confirmation, and disciplinary issues while ensuring that policies and procedures are adhered to.

Experiences and Qualifications

Education

  • Degree in social sciences, development, business management or equivalent combination of education and work experience

                                

Experience and Skills

  • Minimum 5 years experience in a similar or equivalent role in INGOs in areas of humanitarian/development sectors, in a conflict and post-conflict environment.
  • Field experience and broad knowledge of characteristics relevant to conflict-affected or post-conflict contexts and specific operational experience with emergency and recovery programming
  • Ability for rapid analysis of complex issues, strong decision-making, and translation of programmatic learning and priorities into operational strategies
  • At least 5 years experience in managing large and diversified teams
  • Solid experience (3 years plus ) in project cycle management, including proposal writing, budget management and donor reporting.
  • Experience in coordinating activities across multiple locations
  • Experience with different donors
  • Experience in staff management of both expats and national staff in challenging environments
  • Excellent interpersonal skills, cross-cultural communication, and ease in managing a multi-ethnic team.
  • Proven experience in capacity building and training, including preparation of materials and facilitation and roll out of a training plan.
  • Knowledge of finance monitoring and follow-up tools.
  • Good team leadership and conflict resolution skills, consensus team building, and adaptability
  • Patience and understanding to work with and develop the capacity of national staff.
  • Good computer and IT skills and strong communication and writing skills.
  • Fluency in written and spoken English and Somali
