Job Title: HR Support Officer 

Reports to: HR Coordinator

Terms: Fixed term contract - Full time (7 months for Maternity Cover)

Salary: GB3 – Step 1

Requirements: Position is based in Mogadishu.

Role Purpose:

Under the guidance and supervision of the HR Coordinator, the HR Support Officer will be responsible for carrying out the HR functions of the Mogadishu Office and providing direct support to the HR Coordinator. The role requires delivering high-quality and efficient HR services to the Mogadishu Office in line with Concern Worldwide’s policies and procedures.

Duties and Responsibilities:

1.       Human Resource (HR)

Keep HR files up to date.

Maintain contract files for all staff including contract amendments.

When new staff joins the organization, all necessary documents relating to the new staff should be

organized and filed in the employee’s personal file. The file should be archived in an indexed manner.

Assist in organizing orientation for new staff upon joining the organization.

Scheduling of interviews including contacting candidates, booking venues, setting up the interview

arrangements.

Assist in the preparation of monthly payroll notification in good time Manage staff leave through HRMIS system.

Update new staff details on the HR system

Provide updates on leavers and joiners of the organization on quarterly basis.

Performance management: - follow up with departmental heads and Line Managers on Staff Development

Reviews (PDRs) by sending reminders and emails; checking and properly filing of PDRs submitted.

Ensure proper clearance for staff leaving the organization, preparing work certificates for leavers as or when

necessary.

Coordinate submission of staff timesheet and ensure timely submission to finance team. Any other duties that may be deemed appropriate to this role by the line manager.

2.       Administration

Support administrative functions of the Mogadishu office, including flight/hotel bookings, travel

arrangements, organizing meetings, trainings, workshops, taking minutes, and circulating them.

Assist in processing monthly office bills (rent, electricity, water, garbage, casual habour, travel agents, etc) Support in visa/work permit application submissions and follow-up with immigration/embassies as needed. Help organize visitor transport/escort bookings with Peace Business Group.

Receive office visitors and provide the support that might be required Maintain up-to-date admin filing and ensure availability of admin forms. Keep basic records of office stationery and supply usage.

Report malfunctioning office equipment/facilities for follow-up. Monitor and report issues with office utilities (water, electricity).

Coordinate with logistics, finance, and programme teams on admin matters.

Assist in raising SRs for admin-related expenses (stationery, utilities, rent, services, registration, guesthouse). Support renewal/signing of lease agreements and domestic staff contracts.

Help manage Concern guest/team house and ensure visitor readiness. Report repair needs for office equipment and facilities.

Assist in liaising with medical insurance providers for card issuance and staff follow-up. Provide basic supervision and support to office domestic staff.

Experiences and Qualifications

Bachelor’s degree in HR or Business Administration or any other related fields.

At least 2 years professional experience with INGO’s Good interpersonal and communication skills

Commitment to working in a team

Good organizational skills and ability to multi-task Strong computer skills especially spread sheets
