Job Description

JOB TITLE:  Health Project Manager -Galmudug State.

TEAM/PROGRAMME: HEALTH.

 

LOCATION: Adado.

 

GRADE: 3.

POST TYPE: National.

CHILD SAFEGUARDING:

ROLE PURPOSE:

The Health Project Manager will provide overall technical, managerial and coordination support to the health project teams implementing emergency and developmental programs in Galmudug State of Somalia.  In collaboration with the Program Managers and Field Manager, the health project manager will be the budget holder for the health grants in Galmudug state and will provide strong budget management role. Key functions of this role will include technical joint planning of the project interventions, oversight in implementation, monitoring of the intervention, writing of donor reports, stakeholder engagement and line managing team a team who are working with him/her. The project manager is also expected to promote and disseminate best practices, documenting achievements and lessons learned from project and carried out project implementation as in line with Save the Children country strategic plans and MoH health sector plans & guidelines. The health project manager will be expected to be conversant in emergency programming with focus on AWD/ cholera outbreaks, COVID 19 programming and overall skills in humanitarian response. health, nutrition.

 

SCOPE OF ROLE:

Reports to: Field Manager.

Technically Reports to: Health programme manager-SS.

Dimensions: Save the Children operates across all zones in Somalia and currently has three main area offices and additional 11 field offices. Programmatically Somalia is a large Country Office with more than $110million annual budget and staff over 650 staff.

Staff directly reporting to this post:  Health Officers, assistants, coordinator within that field office.

 

   KEY AREAS OF ACCOUNTABILITY.

Technical Responsibility Role:

  • Plan and implement all Health program activities in Galmudug state in collaboration with field manager, program manager and other field team members in line with relevant work plans and phased budgets. 
  • Take overall responsibility and deliver in health project Implementation and Management ensuring close work relations with MOH and established community structures and local authority to ensure cohesion and effective working relationship.
  • In collaboration with the Health Program Manager, be technically responsible for the implementation and further development of SCI supported health care interventions both in static and outreach services and in line with EPHS (Essential Package of Health Services) in Galmudug state. 
  • Together with the project officers, responsible for encouraging community participation in health and nutrition activities to ensure the long-term ownership and effectiveness of the program.
  • Ensure efficient medical supply chain management, prompt request of supplies, and supplies storage in line with SCI’s are sufficient and that drugs are stored and used correctly.
  • Be the lead in emergency preparedness and response planning including design of mitigation, response and recovery interventions for health emergencies in Jubbaland state.
  • Provide technical support and training to the SCI health team and MoH counterparts on all aspects of the health projects, as well other maternal and child health topics as may be deemed necessary.
  • Responsible for the overall quality of clinical service delivered at health facilities including but not limited to ensuring health workers are competent and confident in performing procedures in line with protocol and guidelines, regular supply of commodities, availability of updated job aids, etc.
  • Oversee the implementation of SC quality benchmark for all health projects in supported health Facilities.
  • Facilitate the supervision of the project sites by the CHASP program director or other senior country office staff, members or donors and provide comprehensive update of SCI interventions.
  • Ensure the full integration of health services with Nutrition, child protection, FSL and WASH in all supported health facilities and community.
  • Lead the coordination and preparation of donor reports and, in liaison with the operations, awards and finance departments, ensure that the reports are of high quality, reporting clearly on progress towards the outputs, with an overarching aim of meeting the purpose of the project as stated in the relevant proposals.

Project Management Role:

  • Together with health programme team and relevant stakeholder and in line with project documents (log-frame, proposal docs) the health project manager will develop, implement and monitor all health project plans including project implementation plan, procurement plan, HR plan and budget for successful project implementation.
  • In close collaboration with Field Manager, area Health Programme Manager and support function (logistics, HR and finance teams) produce a detailed work plan covering all activities and aspects of the project and in line with the log frame and the proposal and to oversee the review and adjustment of this on a monthly basis.
  • Manage implementation of the active projects to ensure project objectives, intermediate results and indicators are measured and achieved.
  • Oversee and support planning and implementation of all aspects of the project and actively engage in coordination efforts with MOH partners and collaborating agencies.
  • Review project activities at key intervals to enable participatory feedback mechanism to project plan and implementation.
  • Supervise, line manage and guide the project field team in planning and implementation of activities.
  • Identify input required for implementation of project activities and follow up on timely delivery with program support in the field and head office.
  • Ensure essential medical supplies are delivered (planned, procured, distributed and dispatched) on time to ensure effective health service delivery.
  • Support the day-to-day management of health program activities in the Southwest State of Somalia and ensure that the quality of health care is consistent with humanitarian and quality standards including Sphere standards and QBMs.
  • Prepare and submit reports to Health Programme Manager, Health TS and DAR.  These may include monthly reports (narrative and budget), quarterly activity plans, and scheduled monitoring reports to measure changes, reporting clearly on progress towards the health projects’ output as stated in the project proposal.

Budget Management Role:

 

  • Will work the development of Galmudug state health project’s budget, review Budget vs. Actual monthly with heath programme staff, awards, and Finance team.
  • Will work with the project staff, logistics/finance staff to develop expenditure and procurement plans to guide implementation of approved grants. Support Field teams in implementation of these plans ensuring that donor rules and regulations are abided by.
  • Provide recommendations and interventions to rectify any identified deviations that affect budget adherence with Health PM and the field manager.
  • Recommend grant and budget revisions in consultation with Health PM, FM, DAR, AR, and awards Manager.
  • Assist the Health Programme Manager in managing health projects’ budget, including regular monitoring of expenditure against budget, in accordance with Save the Children financial procedures and guidelines.
  • Assist the Health Programme Manager and DAR to develop a clear work and expenditure plan and ensure that the programme is implemented within the agreed/approved budget.

Coordination and Representation Role:

  • Represent Save the Children at coordination and technical meetings with local government, donors, UN and other NGO in Galmudug State of Somalia.
  • Network with other INGOs and Donors working in health in Galmudug of Somalia.
  • Seek and promote linkages, integration, and learning between SC programs in Galmudug.

 

Monitoring & Evaluation Role:

  • Ensures timely collection, analysis, and dissemination and use of project data generated from supported health facilities.
  • Participate in health assessments and/or final evaluations of the project, as required. (Guidance on this is expected from SCI).
  • Supervise clinical scoring assessment of health facility and fellow up to achieve improvement plans.
  • Organize joint quarterly program reviews to assess progress, challenges, lessons learnt and cross learning between programs/ themes. The PM will also be required to keep track of the key action points and ensure the MEAL action tracker is updated accordingly.
  • With support of Research and evaluation teams (REALM), take part in development of technical research protocols to support analysis of project achievements, constraints and findings.

Experiences and Qualifications

QUALIFICATIONS AND EXPERIENCE

Essential: 

  • Degree in Medicine, Public health, clinical officer, or Nursing. Preferable Master of public Health or Master of Service Management.
  • At least 3 years of proven experience in primary health care management, through the whole project cycle (from needs assessment, planning, developing programmes, managing/delivering, M&E and reporting).
  • Proven ability to manage a programme including management of human and material resources.
  • Previous experience in coordinating, implementing, and managing complex emergency and Development project with INGO’s in developing countries and/or IDPs settings.
  • Experience in situation analysis, rapid need assessments and program implementation.
  • Ability to support and build capacity of staff through performance management, mentoring and coaching.
  • Excellent skills in monitoring and implementation of integrated emergency programme activities.
  • Excellent oral and written communication skills.
  • Ability and willingness to travel extensively to the field, under sometimes difficult and occasionally insecure circumstances.
  • Experience in grant management and proposal writing process is preferred.
  • Excellent computer skills: MS Word, Excel, Power point, Outlook, and the internet.
  • Ability to multitask, work under pressure, exercise flexibility and adaptability to transition.

Desirable:

  • Experience in southern states of Somalia especially Galmudug context and with health project implementation field experience at the region.
  • Previous experience with SC in a similar context.
