BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
World Food Programme WFP- South Central Area Office is currently seeking applications from eligible applicants for the position of National Programme
Officer – NOB in Dolow. The National Programme Officer – NOB will operate with a high degree of independence, manage more junior staff to ensure that
programme and policy objectives are achieved in full and to provide support to policy and programme activities that effectively meet food assistance needs.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority)
• Provide technical support and assist in the development and implementation of relief, livelihood, nutrition, school feeding and safety net activities.
• Contribute to the development of WFP Dolow Field Office strategies, policies, and programs to ensure that local needs inform country-wide planning.
• Review and present project proposals to the Country Project Committee and follow up on matters raised by the committees.
• Prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, weekly management report) and
highlight trends ensuring deliverables adhere to corporate standards.
• Effectively manage the Field Office operations under responsibility to ensure transparent and efficient people management and the continued
development of a cohesive and high performing team.
• Forge and nurture external partnerships to improve assistance packages, develop and sustain liaison with local government authorities,
international and local NGOs, civil societies, UN agencies beneficiaries and other partners.
• Oversee monthly monitoring and evaluation activities and for accurate and comprehensive analysis and reports for Gedo office coverage.
• Take ownership for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.
• Participate programme planning process and provide information and guidance based on prevailing food and nutrition security situation.
• Support the identification, development, and management of potential partnerships to work in collaboration with WFP leading to improved food
assistance packages.
• Provide technical and programmatic support to the programme team and cooperating partners for smooth implementation through training and
regular coaching.
• Review and maintain monthly distribution plans including projections based on the resources available and align the requirements.
• Manage, prioritize, and plan for resources to ensure that activities are implemented according to plan.
• Any other tasks as required.
DELIVERABLES
• Identify the main hunger problem at the national or state level to design and implement context-specific programmes that integrate complex
analysis and the full range of food assistance tools.
• Analyze and consolidate qualitative and qualitative information from different sources to inform transfer modality selection and programme
development.
• Interpret basic data in the context of WFP specialized fields to contribute to technical programme design, implementation and monitoring.
• Translate understanding of programme principles in emergencies and protracted conflict situations into relevant, effective, and context specific
approaches.
• Develop through recommendations using multiple inputs to strengthen federal or state entities and government owned food and nutrition security
programme.
Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Science or
other field relevant to international development assistance, OR First University Degree with additional years of related work experience and/or training
courses.
Experience: At least three (3) years of relevant experience with an Advanced University degree OR First University degree with a minimum of five
(5) or more years of experience managing complex projects/programmes in humanitarian or development contexts. Proven experience managing
humanitarian or development programmes, conducting research to support programme and policy development, developing data collection systems,
building partnerships with governments and NGOs, delivering training, supervising staff, and supporting humanitarian and food assistance operations
Language Proficiency: Fluency (level C) in English and Somali language.
Knowledge & Skills:
• Experience in the field with ability to work independently with minimum supervision.
• Good writing and presentation skills in English. Reports and policy document writing skills.
• Experience utilizing computers including Word processing, Excel spreadsheet and other WFP standard software packages and systems.
• Guiding teams, mentoring staff, and fostering a collaborative environment.
• General Knowledge of UN systems and policies, rules, regulations and procedures governing administration.
