What we are looking for

The purpose of the Head of Operations position is to manage and oversee programme implementation, focusing on national level programmes, Emergency Response, multi area programmes and supporting Area Managers (AMs) to ensure high quality and timely implementation at area level. The Head of Operations will also ensure that effective monitoring and evaluation processes are in place to support programme implementation.

What you will do

Generic responsibilities:

  1. Accountable for holding Area Managers, Multi Area Project Managers (MAPM), and the Emergency Response Team (ERT) responsible for results and compliance with relevant NRC policies, guidance and procedures’.
  2. Accountable for the implementation of programmes according to developed plans, budgets and set standards.
  3. Accountable for representation and good working relations with authorities, donors, and partners as delegated.
  4. Line management responsibility: performance management and staff development of the country’s Area Managers, as assigned from the Country Director (CD).
  5. As a Country Management Group member contribute to the development and execution of the country strategy.

Specific Responsibilities:

The specific purpose of this position is to take the responsibility of overseeing and assuring programme implementation in Area Offices as assigned from the Country Director.

  1. In collaboration with the AMs, MAPMs and ERT submit monthly project updates (project tracker) to Head of Programme (HoP), Head of Support (HoS) and CD, ensuring that forecasts are updated to take account of actual implementation.
  2. Ensure that data collection tools are being used and that beneficiary data is recorded in Global Output & Outcome Reporting Systems (GORS) on a timely basis.
  3. Ensure area-level Grant Review Meetings (GRM) are held on a monthly basis and facilitate bi-monthly national GRMs.
  4. Alert CD and HoS to possible delays/challenges to implementation and/or to budget utilisation.
  5. Act as primary link between AOs and other members of the Country Management Group (CMG).

Experiences and Qualifications

Generic professional competencies

  • Minimum 5 years’ experience from working as a Senior Manager in a humanitarian/recovery context.
  • Documented/proven results related to the position’s responsibilities.
  • Experience from working in complex and volatile contexts.
  • Knowledge about own leadership skills/profile.
  • Fluency in English.

Context related skills, knowledge, and experience

  • Knowledge of the context in Somalia or a similar one.
  •  Familiarity with NRC’s tools & procedures an advantage.

  • Duty station: Somalia – Kismayu.
  • Travel: 60%
  • Salary/benefits: grade 11 on NRC’s salary scale.
