Tender Description

“Harvesting the Future” initiative: Request for Expression of Interest from NGOs to partner with WHH

Background:

Welthungerhilfe (WHH) has been supporting humanitarian and development projects in Somaliland since 2001, in partnership with local NGOs. WHH is planning to apply for a new partnership projects funded by private donors. WHH will prepare a full proposal with support of the identified women lead local partner organisations. 

Women lead local organisations interested in partnering with WHH in Somaliland are invited to submit their Expression of Interest along with a concept note of a potential project. 

Project ideas submitted through the EoI need to meet at least one of the following objectives:

  • To strengthen women’s leadership and agency in driving food systems transformation towards equitable and sustainable food and nutrition security

  • To advance women lead innovation in food production, processing, trading, and consumption, contributing  to enhanced climate resilience, and nutrition orientation of local food systems

  • To transform harmful gender stereotypes and dismantle structural discrimination against women

  • To connect and inspire women engaged in food-systems transformation

Duration: 36 months

Budget: 250,000 – 2.5 mio USD

  • All project ideas must be gender responsive and should aim to be gender transformative

  • Projects must be at least system responsive and should aim to be system transformative

  • All project design must be based on evidence base.

Applicants can be CSO, NGO, private sector, government bodies, research institutions.

Other selection criteria will be if the project idea fits the WHH strategy, country portfolio, and geographic priorities.

Please present the organisation’s experience in the fields of economic development, rural development, women empowerment, business development, skills development, livelihoods, and nutrition. Please, provide a detailed description (2-3 pages) of the problem to be addressed, the proposed activities, intended outcomes, target groups and respective beneficiary numbers as well as a tentative budget according to the realistic capacities of the NGO (containing budget headers for Project activities, Operational costs, Staff, and Other). 

There is no format and no template. Information should be comprehensive, easy to understand, realistic and convincing.

How To Apply

Interested organizations submit their concept with the subject “Harvesting the Future” by 18th of September 2025 to  procurement.somaliland@whh.de .  Sending an application to HQ or anyone other than the address specified is not welcome and will not be accepted.

  • Presentation of the organization (max 1 page) 

  • description (2-3 pages) of the problem to be addressed, the proposed activities, intended outcomes, target groups and respective beneficiary numbers 

  • a tentative budget according to the realistic capacities of the NGO (containing budget headers for Project activities, Operational costs, Staff, and Other).

After the deadline, organizations who submitted a concept will be contacted by WHH to explore the possibility of a cooperation. Please note again that the funding for this project is not yet secured, but depends on a jointly developed proposal during this year.
