This request for expression of interest follows the General Procurement Notice for this project that appeared in United Nations Development Business No. AfDB-P2124511-07/24 of 1 July 2024 and African Development Bank (AfDB) website on 2 July 2024.
The Government of Somaliland has received financing from the African Development Fund (ADF) towards the cost of Multinational Project- Somalia/Djibouti- Nagad -Loyada/Lowyaddo- Borama Road Phase 1 Upgrading Project and intends to apply part of proceeds of these grants to make eligible payments for contract for Consultancy Services for Baseline Survey, Monitoring and Evaluation of Implementation of Environmental and Social Management Plan, Climate Change and Socio-Economic impacts for the Project.
The services include in the assignment will be: (i) To conduct a baseline survey of the existing social, economic, climate change, environmental health and safety conditions in the project area,
(ii) To identify potential climate related risks and undertake climate change vulnerability assessment in the project area, (iii) To monitoring and evaluate implementation of Environmental and Social Management Plan, (iv) To develop a monitoring and evaluation framework as a tool that facilitates ex-ante and ex-poste assessment of transport infrastructure impacts, and (v) To continually monitor the effects of the construction works on the indicators above. The duration of the assignment is twenty-seven (27) months consisting of 15 months construction period and 12 months Defects Notification Period (DNP).
The Somaliland Roads Development Agency (RDA), being the implementing agency of the Government of Somaliland now invites eligible consulting firms to indicate their interest in providing these services. Interested consulting firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, evidence from Clients of similar assignments undertaken, etc.). Consultants may constitute joint ventures/associate to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations” dated October 2015, which is available on the Bank’s website at http://www.afdb.org.

Expressions of interest in English must be delivered in written form or by electronic submissions and clearly marked “Expression of Interest for Consultancy Services for Baseline Survey, Monitoring and Evaluation of Implementation of Environmental and Social Management Plan, Climate Change and Socio-Economic impacts for the Project “to the address below on or before 21 July- 2025 by 9:00 Hours Local Time.
