Tender Description

Introduction

The United Nations Development Programme, Somalia, invites expressions of interest (EOI) from qualified contractors interested in providing construction and rehabilitation services for strategic boreholes and associated water sources in Somalia. This initiative addresses the ongoing water scarcity crisis due to severe drought conditions impacting domestic and livestock water availability.

Purpose

The purpose of this EOI is to pre-qualify contractors who can demonstrate the capacity, experience, and resources necessary to undertake borehole construction, rehabilitation and associated activities in specified sites across Somalia. We seek contractors who can mobilize quickly and operate effectively within the security constraints of the region.

Scope of Work

The scope of work includes, but is not limited to:

  • Construction/Rehabilitation of boreholes, including installation of submersible pumps, riser pipes, electrical cables, and solar power systems.
  • Maintenance and repair of existing water supply systems.
  • Installation of solar panels and other renewable energy sources for borehole operations.
  • Construction and rehabilitation of water storage tanks.
  • Provision of water trucking and distribution services where necessary.

Eligibility Criteria

Interested contractors must provide the following information to demonstrate their eligibility:

  1. Company Profile
    • Overview of the company, including registration details and ownership structure.
    • Description of relevant experience in similar projects (e.g., construction/rehabilitation of boreholes, water supply systems, solar power installation) in Somalia or similar contexts.
  2. Technical Capacity
    • Evidence of qualified personnel, including resumes of engineers and technicians with experience in water supply and sanitation projects.
    • List of equipment and resources available for carrying out the rehabilitation works, including vehicles for transportation and installation equipment.
  3. Financial Capacity
    • Recent financial statements (audited if available) demonstrating financial stability and the ability to undertake the proposed work.
    • Evidence of sufficient liquidity or access to credit facilities to support project execution.
  4. Security Compliance
    • A security management plan outlining how the contractor could operate safely in specified regions.
    • Documented experience working in security-sensitive environments, including compliance with local regulations and standards.
  5. References
    • At least three references from previous clients for whom similar work has been completed, including contact details for verification.
  6. Proposed Timeline
    • A preliminary project timeline indicating the contractor's ability to mobilize and complete the work within a specified timeframe, highlighting the urgency of water supply restoration.

Evaluation Criteria

The submitted EOIs will be evaluated based on the following criteria:

  • Relevant Experience and Past Performance (30%)
    • Assessment of the contractor's experience with similar projects and success rates.
  • Technical Capacity and Available Resources (30%)
    • Evaluation of personnel qualifications and the adequacy of equipment and resources.
  • Financial Stability and Liquidity (20%)
    • Analysis of financial statements and liquidity evidence to ascertain the contractor's ability to finance the project.
  • Security Compliance and Experience in Sensitive Environments (20%)
    • Review of the security management plan and past experience in operating in security-sensitive contexts.

  • This EOI does not constitute a contract or an invitation to tender.
  • Only pre-qualified contractors will be invited to participate in the subsequent tender process.
