 ## Project Background:

World Vision Somalia is a member of the World Vision International (WVI) Partnership, working in the country since 1993. Our mission is to support vulnerable children and communities for enhanced resilience and well-being. World Vision aims to improve the lives of 2 million children and communities in Somalia by 2025. We focus on finding solutions to the underlying causes of vulnerability in the country's ongoing humanitarian crisis. World Vision's key interventions encompass Food Security and Agricultural Recovery, Health and Nutrition, Water, Sanitation, and Hygiene, Education, Advocacy, and Emergency Response. This holistic approach directly contributes to enhancing the well-being and resilience of communities in Somalia, with a specific emphasis on health, education, water, sanitation, and food security. Since 2005, World Vision has been a vital partner with the government, steadfastly offering relief and building community resilience. World vision is operating 78 out of 90 districts, plays a crucial role in building the Government's institutional capacity for planning, monitoring, and delivering projects. The Climate Resilience Risk Management and Veterinary Service Project is a comprehensive resilience- building project aimed at enhancing the adaptive capacities of pastoralist communities in Somalia. 

This initiative focuses on facilitating the last-mile delivery of essential veterinary services while equipping these communities to effectively prepare for and respond to climate-related shocks through the utilisation of Inclusive Risk Financing tools. The project places a strong emphasis on developing robust community-based early warning systems and early action protocols. This involves not only establishing these structures but also fostering a deeper understanding among community members regarding the diverse risk financing models available to them. A key component of the initiative is the education of pastoral and agro-pastoral communities in index-based livestock insurance (IBLI), which serves as a crucial safety net for livestock keepers facing unpredictable climate impacts. The IBLI initiative aims to protect pastoralists against severe drought shocks, link them to reliable markets and enhance their access to financial services. This initiative has two parts; the first part aims to provide financial services, including drought insurance, payment, savings and possibly contingent credit, to protect pastoralists against drought shocks. The second part seeks to better connect pastoralists to the market, attract private investment into the value chains, and facilitate the regional livestock trade. In addition to the benefits of IBLI for pastoralists and its potential as a weather-risk mitigation tool, the Pastoral community in Puntland lacks access to an index-based livestock insurance product. Therefore, there is a need to develop and design a multi-index-based livestock insurance to protect pastoral households from recurrent droughts. World Vision is seeking a consultant to support the development and design of a multi-index-based livestock insurance and facilitate focus group discussions to collect primary data to inform the design. Pastoralism is the backbone of livelihoods in Puntland, Somalia, particularly in drought-prone districts such as Qardho, Jariban, Eyl, and Burtinle. Livestock production provides income, food security, employment, and social protection for pastoral households. However, pastoral livelihoods remain highly vulnerable to climate-related shocks, including recurrent droughts, livestock diseases, pasture scarcity, and water shortages. Climate variability and increasing drought frequency have significantly reduced livestock productivity and increased mortality rates, undermining household resilience and pushing pastoral communities into repeated humanitarian crises. Traditional coping mechanisms such as herd mobility, social support systems, and distress sales of livestock are becoming less effective due to prolonged drought cycles and market disruptions. Index-Based Livestock Insurance (IBLI) provides a promising climate risk management solution by offering payouts triggered by objective indicators such as vegetation cover, rainfall deficits, forage conditions, and livestock mortality trends. A multi-index approach further strengthens reliability by combining multiple indicators to reduce basis risk and improve accuracy. To design a context-specific, inclusive, and viable multi-index livestock insurance product, it is necessary to conduct participatory consultations with pastoral communities and stakeholders to collect primary data and identify risk patterns, pastoral mobility dynamics, and insurance preferences. World Vision, therefore, seeks to engage a qualified private service provider to collect socio-economic data through Focus Group Discussions (FGDs) to design an index-based livestock insurance product for pastoralists in Puntland.

**Purpose, Scope and Objectives.

 To develop a climate-resilient multi-index livestock insurance product tailored to pastoral communities in Puntland. 

Specific Objectives: •

  •        Conduct participatory consultations with pastoral communities   
  •    Identify livestock risks and vulnerability patterns     
  •    Assess willingness to pay for livestock insurance 
  •    Identify suitable insurance indices 
  •     Design a multi-index livestock insurance product 
  •     Develop operational guidelines for implementation     
  •  Develop recommendations for scaling the product
