  1. Background

The Government of Somaliland has received a grant from the World Bank to implement the Somali Electricity Sector Recovery Project (SESRP). The Project Development Objective of SESRP is to increase access to electricity services and to re-establish the electricity supply industry in the Project Areas.

The Ministry of Energy and Minerals (the Ministry) has established a Project Implementation Unit (PIU) to carry out the day-to-day activities of project planning, coordination, and implementation of the Somali Electricity Sector Recovery Project.

The project comprises of the following four components: (i) Sub-transmission and distribution network reconstruction, reinforcement, and operations efficiency in the major load centers of Hargeisa; (ii) Hybridization and battery storage systems for mini grids; (iii) Stand-alone solar off-grid access to public institutions (Health and Education); (iv) Institutional Development and Capacity Building.

The Ministry of Energy and Minerals (MoEM) therefore intends to apply part of the proceeds of the SESRP Project to hire an Individual Consultant (“a Economist Specialist Expert ”) is to that ESWG involves addressing the complex challenges of developing and managing modern energy Sectors, especially in the context of increasing the contribution of renewable energy and sector sustainability..

  1.  Scope of Work and Responsibilities:

Working closely with the project coordinator, the M&E will be responsible for:

Lead support for sector economic policy dissemination. Organize ESWG meetings and meetings with government and development partners. Review government policies, extract relevant components, and formulate a comprehensive work plan. Ensure ESWG provides inputs for the implementation of economic plans and energy policies. Foster a dynamic environment for public-private dialogue and coordination. Participate in relevant sector coordination meetings. Prepare reports, meeting documents, and coordinate with stakeholders. Review short and long-term energy sector economic plans aligned with national energy policies. Conduct economic viability assessments for power generation ventures. Collaborate with stakeholders for coordinated planning efforts. Review integrated resource planning for the Somaliland Energy Sector. Identify key components and initiatives for synergy among sector stakeholders. Provide economic support and capacity building to energy sector stakeholders. Prepare a final financial/economic report for the establishment or improvement of power sector planning units. Assess the ESI within national energy institutions for financial strengths and weaknesses. Review relevant policies, regulations, and guidelines related to power sector economics. Collaborate with international partners for knowledge exchange. Identify potential risks to the Power Sector and advise on mitigation strategies. Assess the impact of climate change on the power sector and integrate resilience measures. Support in developing emergency response plans for uninterrupted power supply in crises. Prepare regular economic analytical reports on Energy Sector planning operations. Collaboratively prepare the ESWG Workplan and Action Plan Matrix. Coordinate with other members of the Energy Sector Working Group and stakeholders. Research papers and briefing notes on issues affecting sector policy plans and investment. Prepare for Energy Sector economic planning meetings, workshops, and conferences, engaging stakeholders and sharing experiences.

  1. The Economist specialist Expert shall perform all other specific tasks detailed in the Terms of Reference (TOR) for the assignment that can be found at the following website: www.moem-sl.com and www.moem.govsomaliland.org or can be provided upon submission of an application in person or by e-mail provided below.

Experiences and Qualifications

  1. Selection Criteria:

Selection shall be based on the qualifications and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:

A master's degree in economics, energy policy, strategic management, business/public administration, or related fields. Equivalent experience in these areas is also acceptable. At least five years in a senior economics-oriented role, energy technologies, policy, regulation, energy efficiency, renewable energy, environmental science, public policy, or management. Proven success in working effectively with government bodies, development partners, and the private sector. Ability to travel regionally within and as may be required internationally without restrictions.

  1. Duration:

The duration for the assignment is initially for a twelve (12) months period with an extension based on project duration.

  1. The Ministry of Energy and Minerals now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested Individual Consultants must provide information indicating that they are qualified to perform the services and furnish (i) Curriculum Vitae (CV) with 3 reference persons; (ii) Copies of Certificates of Academic qualifications; (iii) Cover letter Indicating that they are qualified to perform the services.
  2. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 and August 2018 November 2020, and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  3. A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
