What we are looking for:

The Norwegian Refugee Council in Somalia is looking for an experienced project manager to lead the implementation of Integrated Rental Solutions aimed at contributing to Durable Solutions in Mogadishu. The Durable Solutions Project Manager will manage and build the capacity of the team; produce timely, high-quality reports, represent NRC externally and maintain strategic partnerships with all relevant stakeholders, coordinate strategic community and local government engagement initiatives of NRC ensuring symbiotic relations between multiple work streams, work at policy level engaging with government institutions, the donor community and other relevant stakeholders and contribute to NRC advocacy processes on durable solutions at national, regional and international levels.

Mogadishu currently counts for over 2,410 settlements populated by roughly 273,181 internally displaced households. This makes up approximately 1,347,075 individuals.[1] Since 2018, over 1.2 million individuals in informal settlements experienced forced evictions, with more than 80% occurring in the Banadir Regional Administration (BRA) alone. The Rental subsidy solutions aim to contribute to supporting the end of displacement for 500 households with integrated support to local integration.

The purpose of the durable solutions project manager position is to lead and oversee the implementation of the Integrated Rental Solutions project in Mogadishu. The responsibilities described below shall be adapted to the particularities of the job location and context, phase of operation, strategic focus, and type of intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

What you will do

Key objectives for this role include:

  1. Review and update DurableSolutions strategy, technicalguidance and Macro Logical Framework Analysis (LFAs) that are aligned with regional and global strategies and priorities.
  2. Compliance with and adherence to NRC policies, guidance, and procedures.
  3. Contribute to fundraising, develop,and revise fundingproposals, budgets and donor reports.
  4. Identify trends,technical standards, and donor priorities.

Specific Responsibilities:

  • Assume overall responsibility of coordinating and managing the Integrated Rental Solutions programme implementation (activities, budget, and project documentation) in line with proposals, strategies, and donor requirements.
  • Implement technical direction and ensure high technical quality of projects.
  • Provide strategic leadership in Integrated Rental Solutions approaches and methodologies.
  • Liaise and collaborate with relevant authorities’ other key DS stakeholders, and strategic advocacy networks to advocate durable solutions in Mogadishu.
  • Continue to develop and be innovative in legal assistance programs on the rental subsidy scheme.

What you will bring

Experiences and Qualifications

  • Minimum first level university degree/bachelor’s degree in Human Rights Law, Development Economics, Law , Social Sciences or other relevant fields.
  • Demonstrated flexibility and the ability to work under pressure in a complex and changing environment.
  • Minimum 3 years of experience in a senior-level legal assistance project implementation position, Coordination, and management in a humanitarian/ recovery context
  • ICLA technical expertise, including knowledge of Housing, Land & Property and/or civil documentation issues/Durable Solutions is an added advantage.
  • Experience from working in complex and volatile contexts.
  • Knowledge of the context in Somalia
  • Experience with returns and reintegration programmes
  • Documented results in project and program management
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Resilient, with the ability to live and work in a complex, insecure and challenging context.

  • Salary/benefits: grade 8 on NRC’s salary scale.
  • Duration of Contract: Initial 7 months with possible extension to two years subject to donor funding.
