Department: SRCS Disaster Management Department

Location: Mogadishu Coordination Office

Reports To: Director of Disaster Management

Direct Reports: No

OVERALL JOB PURPOSE

Provide technical management and overseeing in the planning, development, implementation, monitoring  and evaluation of disaster management programmes aimed at saving lives, alleviating human suffering, and reducing the social and economic impact of disasters to vulnerable communities. Manage mechanisms for risk assessment, early warning systems, risk mapping and vulnerability capacity assessment. Work closely with communities, DM Director and stakeholders to identify, manage, and reduce the impacts of disasters through sustainable, multi-sectoral programmes as well as prepare for and respond to potential crises in a timely and efficient manner. 

ESSENTIAL DUTIES AND RESPONSIBILTIES: 

  • Acting upon the disaster management procedures, policies and strategies.
  • Assisting the Disaster Risk Management Director in collecting the early warning information and messages on possible disaster occurrences for prioritizing anticipatory / early actions.
  • Advise the DRM Director on Disaster Management on conducting in-depth analysis of the risks, vulnerabilities and capacities in disaster prone areas using vulnerability and capacity assessment (VCA) methodology to determine hazard and risk mappings to reduce the risks or threats.
  • Assisting the Disaster Risk Management Director in the development of disaster contingency plans in collaboration with branch and sub-branch response teams.
  • Planning and managing the pre, during and post-disaster activities which are transparent, flexible, efficient, effective, affordable and sustainable
  • Integrating disaster prevention and preparedness into development programmes through proactive disaster risk reduction.
  • Identifying the possible threats or hazards, assessing the probability of their occurrence, their impact on community and laying down measures.
  • Working with the branches in mobilisng stakeholders and people in the vulnerable areas making use of social networking mechanisms for easy humanitarian access
  • Taking part in the planning, implementation and monitoring of the interventions and activities of the projects at the branch level.
  • Reporting to the DRM Director in all phases of projects and activities.
  • Undertake any other duties that may be assigned by the disaster risk management director
  • Performs any other job-related duties as assigned by the DM director.

Experiences and Qualifications

EDUCATION:

  • Bachelor degree or equivalent professional practice in Disaster Management, Public/Community Health, Community Development,  Public Administration, Social Sciences 
  • Project Management; Disaster Risk Management Standards, 
  • Professional Training
  • Monitoring and Evaluation; Leadership and Management Certification/Licensing   N/A                                  

JOB EDUCATION, COMPETENCIES & EXPERIENCE:

  •  Minimum 5 years relevant experience in a humanitarian or development organization.
  • At least 3 years in management role with experience.
  • Relevant Experience in, budget and staff and volunteer management, including results based management, monitoring and evaluation as well as experience in disaster risk management and response.
  • Demonstrating consistency in upholding integrity and ethics 
  • Demonstrated knowledge and commitment to the fundamental principles of the Red Cross and Red Crescent Movement
  • Team management with demonstrated mentoring and coaching skills
  • Effective communications and interpersonal skills
  • Demonstrate openness to change & ability to manage complexities
  • Demonstrated conflict resolution skills and ability to manage intergroup dynamics and mediate conflicting interests
  • Excellent writing skills, analytical capacity to synthesize project outputs and findings for the preparation of quality programme reports
  • Maturity & confidence in dealing with senior and high ranking officials
  • Respond positively to critical feedback and differing points of views
  • Proficiency in computer office packages word, excel, power point.

 

LANGUAGE REQUIREMENT:  

  • Demonstrate proficiency in Somali and English languages
