Introduction:
Somalia’s coastline harbors marine resources with great potential for impact on Somalia’s GDP and employment. To enhance the sector, IRiS aims to expand the domestic fish market and fish exports, positioning Somalia as a competitive player in the global fish industry. Key interventions to boost domestic fish consumption includes improving critical market infrastructure in collaboration with local governments and communities and organizing Fairs to showcase fish products, technologies, and recipes.
Purpose:
The purpose of the infrastructure assessment in key fish marketplaces is to evaluate and analyze the existing physical facilities, technologies and management arrangements in the existing fish markets that support the operations of these markets.
Tasks:
Key tasks to be completed by the consultant includes: a) Mapping the existing fish markets along the coast of the GFZ b) Assessing the gaps, the condition and functionality of the critical facilities and technologies in place—this includes cold storage, ice production, store, administrative & management offices, and c) Identifying management arrangements that are currently in place d) Assessing the level of inclusion and accessibility e) Provide recommendations for short-term improvements or upgrades needed to enhance operational efficiency and safety.
Methodology/Approach:
1. Desk review/: Collect relevant data on the existing infrastructure in fisheries markets. This may involve collecting information on fishing grounds, landing sites, processing facilities, cold storage units, transportation networks, and marketplaces from reports and publications.
2. Site Visits: Map the fish markets (GPS, map) and conduct visual inspection and assess the condition of the infrastructure, gaps in technology for food safety, sanitation, energy, value addition, waste management systems, inclusivity (incl. gender balance) and market management. This will allow for a firsthand understanding of the facilities and their operational status.
3. Stakeholder Consultation: Engaging with stakeholders such as fisherfolk, fish traders, government agencies, market management committees and industry associations to provide valuable insights into the functionality and challenges associated with the existing infrastructure.
Deliverables:
1. Inception report with clear work plan
2. Detailed maps with GPS coordinators, high quality photographs
3. Report with actionable recommendations.
4. Power point presentation
Consultant Qualifications:
The consultant selected should have extensive experience working in the fisheries sector and have knowledge of Somali fisheries context and social dynamics or be in a related field with experience assessing commercial markets or similar environments. Knowledge of regulations related to food markets and sanitation standards would be advantageous.

Evaluation Criteria:
Proposals will be evaluated based on criteria such as:
1. Demonstrated experience in conducting assessments in the fisheries sector.
2. Clarity and feasibility of proposed methodology.
3. Ability to access/travel to target locations and meet project deadlines.
4. Fluent in Somali language and has good network within the targeted areas
