Call For Expression of Interest

For 3 Civil Society Organizations (CSO’s) from Somalia to be part of the Increased Advancement of Human Rights and Freedom of Expression Project

  1. Background

NAFIS Network, in  collaboration with the Plan International and Ubah Centre  with funding from the European Union (EU), will undertake a project aimed at promoting and protecting human rights and fundamental freedoms in Somalia. The project revolves around supporting civil society organizations and duty bearers in their efforts to advocate for the rights of women and girls, while also fostering social cohesion within vulnerable youth communities. NAFIS will select 3 local CSOs. (1) from Puntland, and (2) from South-Central Somalia to participate in this initiative. Priority will be given to Women-Led Organizations (WLOs) and CSOs experienced in promoting gender equality, women and girls' rights, including participation in sports and advocacy.

  1. Purpose of the Call

This call for expression of interest is aims to actively involve those three Civil Society Organizations (CSOs) based in Somalia in the pursuit of advancing human rights and freedom of expression. The focus will be on promoting and safeguarding the rights of women and girls through enhanced, inclusive, and well-coordinated access to sports and arts. Additionally, the selected CSOs will be tasked with conducting advocacy efforts and facilitating participatory community dialogue to foster greater social cohesion.

  1. Scope of Work

The selected CSOs will play a crucial role in driving the Increased Advancement of Human Rights and Freedom of Expression Project by:

  • Training and Capacity Building: Participate in comprehensive training sessions to enhance knowledge and skills in promoting women's and girls' rights, gender equality, advocacy strategies, and community engagement.
  • Coalition Formation and Collaboration: Participate in the CSOs Coalition and collaborate for information and resource sharing for interventions to implement the community-based initiatives that addresses the specific project target groups needs and challenges, driving positive change for women and girls.
  • Awareness Campaigns:  Participate in the campaigns to increase awareness and support for the rights of women and girls through targeted communities in their operational areas.
  • Community Dialogues: Participate in community dialogues to encourage inclusive participation and collaboration among community members.
  • Community Surveys: the selected CSOs will participate in the short-term fund activity allocated four CSOs who will win the award to conduct community surveys focusing on social cohesion, peacebuilding, enhancing women's and girls' sports access, and identifying human rights concerns.
  • Community-Based Interventions: Based on survey findings, the CSOs forum will design and implement interventions to address the specific needs and challenges of women and girls in target IDP communities.
  • Engagement and Advocacy: Actively engage with community members, stakeholders, and decision-makers to promote gender equality, human rights, and freedom of expression, fostering an inclusive and supportive environment for women and girls.

NAFIS will undertake the following responsibilities:

  • Provide the representatives from three CSOs from Puntland and south Somalia for their transportations and accommodations, each CSOs will nominate persons who will represent their organizations.
  • The 3 CSOs who will win and selected will conduct the community survey, the project will provide the small fund that was allocated to carryout the community survey in the selected IDPs in the project sites.
  • Ensure that the survey costs are managed efficiently and in accordance with the agreed budget.
  • Monitor the progress of the survey activities and provide necessary support to the CSOs as required.
  • Collaborate with the CSOs in data analysis and interpretation to inform evidence-based advocacy priority setting.

Experiences and Qualifications

Eligibility Criteria

To be considered eligible for selection, organizations must meet the following criteria:

  • Demonstrated experience in promoting gender equality, women and girls' rights, participation in sports, and advocacy.
  • Strong commitment to advancing the rights of women and girls and addressing gender-based challenges in their communities.
  • Priority given to Women-Led Organizations (WLOs) that have shown leadership and dedication in driving positive change.
  • Willingness to collaborate with other selected CSOs in a coalition for implementing community-based projects.
  • Capacity and readiness to participate in training sessions and actively engage in the project activities.
  1. Selection Process

The NAFIS Network will review the expressions of interest through a four-step process:

Step 1: Determination of Eligibility

  • Initial assessment to ensure that applying organizations meet the eligibility criteria outlined in the call for proposals. This includes verifying that the organization:
  • Possesses valid registration as a CSO or NGO with the Ministry of Planning and National Development in Somalia.
  • Aligns with the project’s focus on advancing human rights, freedom of expression, and promoting the rights of women and girls through sports and arts.

Step 2: Submission of Required Documents

Organizational profile with the following details.

Applicants must submit all required documents for their submission to be considered, including:

  • Proof of registration as a Civil Society Organization (CSO), including copies of the registration certificate.
  • Curriculum vitae of two key staff members involved in the implementation of the project activities.
  • A clearly defined management structure.
  • Experience and expertise in relevant areas (human rights, freedom of expression, and social cohesion).
  • Experience in working in Somalia.

Step 3: Technical Review of the Expression of Interest

An in-depth evaluation of the technical aspects of the expressions of interest submitted by organizations. This includes assessing the organization’s capacity, experience, and proposed approach to addressing the project objectives.

Step 4: Final Selection

Based on the results of the eligibility determination and technical review, the NAFIS Network will select the three CSOs that demonstrate the strongest alignment with the project's objectives and the highest capacity to effectively contribute to the project's success. Notifications will be sent to the selected organizations, along with further instructions for project initiation.
