Background:
The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping people forced to flee. We protect displaced people and support them as they build a new future. We started our relief efforts after World War Two. Today, we work in both new and protracted crises across many countries. We specialise in six areas: cash and market, education, shelter, legal assistance, camp management, and water, sanitation and hygiene. We stand up for people forced to flee. NRC is a determined advocate for displaced people. We promote and defend displaced people's rights and dignity in local communities, with national governments and in the international arena.
NRC has been operating in Somalia since 2004, providing critical aid for internally displaced persons (IDPs) and returnees. We work in the hard-to-reach areas – helping families get the food, water, shelter and support they urgently need.
BRCiS is a humanitarian and resilience-building Consortium, led by NRC, that takes a holistic approach to strengthening the capacity of Somali communities to resist and recover from shocks without undermining their pathway out of poverty. Created in 2013, the Consortium has grown into one of the largest resilience programmes in Somalia, delivering integrated, area-based programming across the country through a network of international and local Member agencies and downstream partners. The Consortium is led by the Consortium Management Unit (CMU) which coordinates strategy, quality and reporting across the portfolio.
BRCiS is currently implementing the EU-funded Capacity-building Opportunities for the Betterment of Displacement-Affected Communities (KOBAC) Action, a 36-month, EUR 11 million Action supporting nature-based, durable solutions for DACs in Afgoye (South West State) and Jowhar (Hirshabelle State). The Action is implemented by NRC, with Concern Worldwide as co-applicant, and WARDI and HIJRA engaged as local partners. The Federal Government of Somalia is also engaged in the programme, represented by the National Center for Rural Development and Durable Solutions (NCRDS). KOBAC is designed as a government-driven, area-based Action aligned to the National Solutions Pathway Action Plan (NSPAP 2024-2029) under the National Transformation Plan, and spans strengthened government capacity for durable solutions coordination, whole-system infrastructure design and delivery, and market-based livelihoods, underpinned by a dedicated MEAL workstream.
NRC therefore seeks to recruit an experienced Project Coordinator, based in Mogadishu within the BRCiS CMU, to coordinate and support the implementation of the Action.
Responsibilities
Generic Responsibilities:
Adherence to BRCiS/NRC policies, tools, handbooks, and guidelines.
Oversea the implementation of the KOBAC Action according to the plan of action.
Conduct quality control and provide technical support to implementing partners.
Coordination of implementation of the Action work plan (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
Provide specific technical support and capacity building to Consortium partners.
Assess, promote and document ideas for technical improvement and further program development options.
Prepare and develop quarterly and donor reports as required by management.
Ensure proper filing of documents
Specific responsibilities:
Lead high-quality, timely donor reporting, including developing/preparing templates, maintaining a regular reporting schedule, reviewing Member and partner report submissions for completion and quality, generating narrative report content for CMU-led activities, and consolidating final narrative reports into a coherent whole.
Coordinate with BRCiS Members (NRC, Concern Worldwide) and local partners (WARDI, HIJRA) to ensure activity implementation, compliance with EU rules and contractual obligations, and accountability to DACs in Jowhar and Afgoye.
Oversee compliance and grant/risk management, including FSTP oversight of NCRDS and support to Member-led FSTP arrangements, and inform BRCiS Members and the CMU of significant variations in activities, expenditure, or reporting deadlines.
Collaborate with BRCiS Member focal points on capacity strengthening for downstream implementing partners (WARDI, HIJRA), ensuring adherence to BRCiS minimum standards for capacity strengthening and identifying opportunities for cross-consortium learning.
Organise and follow up on the annual KOBAC Project Steering Committee (KPSC), quarterly project review meetings, inter-ministerial coordination meetings, and joint field monitoring missions with NCRDS, FGS/FMS institutions, and municipal authorities.
Coordination support to Output 1 activities such as the Integrated Monitoring System/Government Solutions Portal and Research and Policy Briefs.
Takes lead in coordinating revisions of the KOBAC project documents as necessary in collaboration with CMU departments and Members, and in identifying and documenting best practices, lessons learnt and relevant human-interest stories for publication and dissemination.
