Action Against Hunger-Horn and Eastern Africa is part of the Action Against Hunger International network, which provides humanitarian relief in over 40 countries worldwide in the sectors of nutrition, health, water/sanitation, and food security. Caafimaad+ Consortium is a health and nutrition consortium in Somalia comprising INGOs Action Against Hunger (Lead), Concern Worldwide, IMC, SOS CV, and Trocaire. Three local partners, Juba Foundation, Lifeline Gedo, YouthLink, and SHACDO are also implementers within the Consortium. The Consortium has a presence in 5 of Somalia's 7 states of Banadir, Gedo, Southwest, Hirshabelle, and Galmudug. Geographical coverage spans 8 regions in South Central Somalia, reaching 23 mostly hard-to-reach districts with various degrees of access constraints and control by non-state actors. Caafimaad+ consortium implements integrated emergency life-saving health, nutrition, and WASH support for the most vulnerable populations affected by conflict, displacements, natural disasters (floods/drought), and disease outbreaks in South Central Somalia.
Summary of position
Provide oversight for all program’s planning, evaluation, knowledge management, monitoring, and evaluation. The Associate Director MEAL (AD MEAL) develops and oversees monitoring systems to track the success of program implementation, identifies performance indicators, develops quality assurance strategies, and builds the capacity of the Somalia Mission and Consortium on M&E. The position will also improve data systems - collection, storage, and use – to increase the effectiveness and scalability of M&E systems and conduct and oversee the analysis of data from day-to-day M&E activities. Additionally, the AD MEAL will prepare high-quality reports for internal and external audiences.
Purpose:
The AD MEAL will develop the Monitoring and Evaluation system/framework, oversee its implementation and analyze the metrics for Caafimaad+ Consortium and Somalia Mission’s projects to assess the impact and quality in support of project design, implementation and reporting. The projects need to align to the Core Humanitarian standards as well as the Somalia Mission’s internal rules and regulations.
In addition, the role will oversee the implementation of accountability and feedback systems in addition to developing required tools for use in specific projects based on an established M&E framework.
Engagement
Collaborate with the Consortium MEAL team members and the Mission to develop work plans, and standardized quantitative and qualitative monitoring tools for monitoring key processes, outputs, and outcome indicators related to each sector of intervention.
Delivery
The AD MEAL will oversee data collection and analysis for baseline, endline and routine/post-distribution monitoring activities and facilitate timely and quality reporting to internal and external stakeholders.
