1. Background
The Somaliland Development Fund – Phase 3 (SDF3) covers the period 2025-2028, with the possibility
of a two-year extension. SDF3 aims to strengthen the climate resilience of vulnerable communities in
Somaliland while creating increased income and job opportunities, thereby helping to reduce poverty.
SDF3’s ambitions are aligned with NDP3 and reflect the priorities set out in Somaliland Vision 2030.
SDF3 is funded with contributions from Denmark, Norway and the United Kingdom.
The SDF3 Joint Steering Committee has approved the Burao Water Supply Expansion Project, which
aims to strengthen water security for Burao, Somaliland’s second-largest city. The project is designed
to address chronic water shortages by expanding groundwater production, constructing new
transmission pipelines, and improving distribution capacity to serve an additional 85,000 residents,
including 7,000 internally displaced people (IDPs). Burao currently relies on 21 boreholes and a 58 km
pipeline network that together meet only 54% of total water demand, prompting the need for a
long-term, climate-resilient solution. The expansion project builds on earlier SDF2 assessments
focused on climate change impacts, water resource sustainability, and renewable energy integration.
Like other SDF3 investments, the project is structured around three strategic pillars: climate resilience,
inclusive economic growth, and social inclusion, and comprises three outputs aligned with these
objectives.
2. Summary of the role
The Assistant Resident Engineer (ARE) for Lots 3 and 4 will support the Resident Engineer through
day-to-day, site-based supervision of civil works for ground and elevated water storage tanks, booster
station structures and associated facilities. The role will ensure that all works are delivered safely and
in compliance with approved designs, technical specifications and SDF3 requirements, while
monitoring contractor performance, enforcing quality and HSE standards, coordinating interfaces with
pipeline and electromechanical works, verifying quantities for payment, maintaining site records, and
supporting environmental and social safeguards.
3. Key tasks summary
Review designs and contractor submissions, verify mobilisation readiness, and confirm material and mix design approvals.
Review programmes and sequencing, coordinate interfaces with other Lots, and support recovery planning.
Supervise all construction works on site to ensure compliance with approved drawings, specifications and method statements.
Witness tests, manage non-conformances, and ensure workmanship, finishes and watertightness quality.
Enforce HSE and ESMP requirements, conduct inspections, and manage community and grievance issues
Verify quantities, support IPCs, and ensure accurate technical records and as-built documentation.
Support testing and commissioning, prepare reports, and assist with handover and defect rectification.
Bachelor’s degree in civil engineering, Structural Engineering, Water Supply Engineering, or a
related discipline from a recognised institution.
Member of a recognised professional engineering body in Somaliland, or eligible for membership.
Excellent written and spoken English, with fluency in Somali (mandatory).
Proficiency in MS Office applications, with working knowledge of AutoCAD for structural drawings and or Revit for reinforced concrete detailing and water-retaining structures
General Professional Experience
Minimum of 8 years’ post-qualification experience in the supervision or implementation of donor-funded water supply, storage, or similar civil infrastructure projects.
Specific Professional Experience
At least 5 years’ experience supervising the construction of reinforced concrete structures, including ground-level reservoirs, elevated tanks, foundations, buildings, chambers, and associated civil works, preferably across multiple work fronts or sites.
A minimum of 3 years’ experience supporting contract administration activities, including measurements, quantity verification, IPC support, RFIs, site instructions, and contractor performance
monitoring.
At least 5 years demonstrated experience reviewing and interpreting structural drawings, specifications, method statements, Inspection and Test Plans (ITPs), and as-built documentation
for water-retaining structures.
Proven experience as an Assistant Resident Engineer, Site Engineer or similar on at least one
comparable project involving large concrete storage tanks or major structural works, including
oversight of concrete quality, watertightness, HSE, and environmental and social safeguards.
