better place. For over 20 years, we have been providing relief in big and small emergencies worldwide
alongside running long-term missions in several countries in crisis. Our interventions – of both humanitarian
and development character – have been carried out in 44 countries so far. Our focus is on ensuring
sustainable and stable development of regions suffering the consequences of war and/or natural disasters.
We possess long-standing expertise in Water, Sanitation, and Hygiene (WASH), but we also implement
projects in Food Security and Livelihoods (FSL), as well as Nutrition, DRR and Education. For more

PAH Mission in Somalia:
Polish Humanitarian Action (PAH) is an international humanitarian organization headquartered in Warsaw,
Poland. Present in Somalia since 2011, PAH specializes in delivering integrated, multi-sectoral programs
encompassing Water, Sanitation and Hygiene (WASH), Nutrition, Food Security and Livelihoods (FSL), and
community-based Disaster Risk Reduction (DRR).
PAH operates across Banadir, Lower Shabelle, Middle Shabelle, Galmudug, Hiraan, and Bay regions,
implementing interventions both directly and through cooperating partners. The organization is currently
supported by a diverse range of donors, including BMZ, ECHO, GFFO, SHF, WFP, UNICEF, and private
donors.
Purpose of the position.
The WASH Cluster Coordinator-Hirshabelle State ensures active participation of NGOs and WASH
stakeholders in cluster activities, leading a coordinated and strategic humanitarian response. The role
focuses on strengthening collaboration, guiding collective planning, and addressing operational challenges
to deliver effective WASH interventions. The coordinator reports directly to the WASH Cluster Co-Lead.
Key Responsibilities:
1. Coordination
• Facilitate regular field coordination meetings at state level to share information on WASH gaps with
the national WASH cluster.
• Invite partners working in the state to field coordination meeting and represent the cluster at S-ICCG
meeting
• Identify any gaps and overlaps in the state and ensure WASH partners report activities through the
4W matrix
• Ensure the Cluster coordinator and OCHA field officers are informed of cluster specific developments
in the state
2. Supporting WASH service delivery
• Develop mechanisms to eliminate duplication of service delivery and identification of gaps
• Apply lessons learned from past activities and feedback from beneficiaries to revise strategies and
action plans accordingly.
• Ensure that WASH activities are provided equitably to all affected populations as defined under the
HRP and RRRP.
• Needs assessment and gap analysis (across clusters/sectors and within the clusters/sectors)
• Analysis to identify and address (emerging) gaps, obstacles, duplication, and cross- cutting issues
• Prioritization, grounded in response analysis
• Jointly with the regional focal points coordinate AWD/Flood Preparedness and Response for the
WASH Cluster at state level and establish strong working relationships with all the cluster members
in order to facilitate effective collaboration and communication.
3. Planning and strategy development
• Conduct joint assessments using common methodology and tools, involving all stakeholders and
ensuring the participation of the partners at state level.
• Application and adherence to existing national and emergency standards and guidelines and propose
new standards if needed.
• Include cross-cutting issues such as gender equality, age, psycho-social and environmental factors in
all aspects of the response.
4. Advocacy
• Identify advocacy concerns at state level and contribution to the cluster resource mobilization and
prioritization.
• Undertaking advocacy activities at state on behalf of the national cluster and through engagement
with the national cluster when needed.
• Ensure that adequate monitoring mechanisms are in place to evaluate the impact of WASH programs
and progress within the framework of the WASH Cluster strategy

Experiences and Qualifications

• University degree (preference at master’s degree level) qualification desirably in subjects/ areas of
WASH e.g. Public Health Engineering, Public Health (MPH), Environmental Health. Note that work
experience may substitute for higher degree qualification.
• A minimum of 3-5 years of experience with either the UN and/or NGO.
• Experience of managing emergency WASH programmes
• Experience and strong knowledge in Cluster coordinating as well as managing a team
• Fluency in both Somali and English, with excellent communication skills (speaking, writing, and
reporting) in both languages.
• Demonstrated ability to coordinate activities with diverse stakeholders, including WASH partners,
local authorities, communities, and other humanitarian Clusters.
• Field experience in Somalia, with a strong understanding of the local culture, customs, and logistics
challenges.
