Terms of Reference (ToR) for Procurement of Start-Up Toolkits for TVET Center Students

Project: Community-Driven Development (CDD) - NEXUS PROJECT Location: Garadag District, Sanaag Region, Somaliland Implementing Partners: Taakulo Somali Community (TAAKULO) & Garadag Development Committee (GDC)

1. Organization Background

TAAKULO Somali Community Commonly known by the acronym “TAAKULO”. TAAKULO is a multifaceted non-governmental, non-profit making, non-political and non-partisan development and humanitarian aid organization established in 2007 and headquartered in Hargeisa, Somaliland. TAAKULO is a Somali word meaning “helping/aiding”. Working in partnership with UN, international, and National organizations, TAAKULO is dedicated to helping the disadvantaged people and communities throughout Somaliland by engaging in development and related activities and providing relief support and assistance, facilitating, and promoting participatory local community activities and programs that emphasize human dignity and self-reliance.

TAAKULO Organization was established to assist the Somali community, to whom time has tested their resilience to the tipping point, drought and famine scavenging their livelihood, war and conflict avenging their economy on the other hand. The projects are basically based on the needs of the communities in which they are implemented where the beneficiaries always take part in the planning process. TAAKULO engages on a long-term commitment, partnership approach with the beneficiaries in implementing the Projects. The objective is to set up a regional program concentrating on a particular sector, such as Health, education, water and sanitation, Income Generation, Orphan sponsorship program, disability and people with special needs, emergency respond or improving food security in the country among others.

2. Project Background

The NEXUS Platform's Community-Driven Development (CDD) model is designed to transform aid delivery in Somalia/Somaliland, addressing the complex challenges of climate-change-induced disasters and the transitional recovery phase following years of conflict. Centered on governance, humanitarian, and development initiatives, the CDD model utilizes Participatory Development Methodologies such as PLA, PICD, PALC, and GDCA. Through this approach, NEXUS actively engages communities in decision-making, resource allocation, and project implementation to foster empowerment and improve socio-economic conditions.

Furthermore, the partnership between TAAKULO and Oxfam strengthens the implementation of the CDD model, combining their expertise and resources to effectively address the region's pressing needs. In alignment with the National Development Plan-9 (2021-24), NEXUS and its partners are committed to enhancing community participation, making this model a uniquely inclusive and impactful response to the specific context of Somalia/Somaliland.

An example of this collaborative approach is the prioritization of a Technical and Vocational Education and Training (TVET) center, which was selected as the top community priority. The construction of the TVET center the first of its kind in the Sanaag region, home to a population of 544,000 has been completed and fully furnished with the necessary tools, equipment, and furniture. Instructors for the various vocational skills have been recruited, and the center is now fully operational. This facility provides essential educational and skill-building opportunities for the entire region. To further support student success, TAAKULO and the Garadag Development Committee (GDC) are in the process of procuring startup toolkits. These kits will enhance students’ ability to either launch their own ventures or secure employment in fields related to their training.

 3. Tender Objective

The objective of this procurement process is to acquire high-quality and durable start-up toolkits tailored to different vocational training courses offered at the TVET center. These toolkits will enable students to gain hands-on experience and practical knowledge in their respective fields, thereby increasing their employability and self-reliance.

Scope of Work

The selected supplier will be responsible for the provision, packaging, and timely delivery of start-up toolkits, which may include:

• Electrical toolkits

• Plumbing toolkits

• Tailoring toolkits

• Construction and

• welding toolkits

All items should be brand-new, high-quality, and in compliance with international safety and durability standards.

Expected Outputs

• Supply and delivery of vocational training toolkits to the TVET center in Garadag.

• Verification and inspection of the items to ensure compliance with agreed specifications.

• Handover of toolkits to the TVET administration and relevant stakeholders.

4. Advert note:

Taakulo Somali Community is inviting to a bid for procurement of: -

1. Tender – start up tool kits fort TVET center in Gar’adag district, Sanaag region of Somaliland as per the details and Billing Quantity attached as annex A.

The advertisement period is from April 30th 2025, to 5th May 2025, with the submission deadline on or before 5th May, 2025, during working hours from 8:00 AM to 4:00 PM. All bids must be delivered in hard copy by hand to TAAKULO’s head office, located in Hargeisa - Buurta Kalajeexan, behind Ilays Secondary School, Hargeisa, Somaliland. Bid documents should be sealed before submission.

NB: Documents must be stamped Early submission is highly acknowledged. Any queries related to the bids can be directed either in writing to the procurement office via email: hussein.muse@taakulo.org, on or Before 5th  May 2025.

5. BID minimum requirements.

I. Submission of the BID document and dully filled the BoQs in the annex, which is stamped and signed.

II. Updated Company profile.

III. Bank statement; of the last 6 months (Original bank statement will be accepted).

IV. Prove of track-record and references from previous clients (At least three references with contacts and phone numbers)

V. A valid company license (An outdated license will not be accepted).

VI. Updated tax clearance certificate.

VII. Relevant experience. (Similar experience with proof of signed contracts)
