Terms of Reference (TOR) for Pre-Qualified Enumerators

Duty Station: Beledhawo, Dolow, Burdhubo,Benadir, Bardhere and Elwak

Reports to: MEAL Team / Data Collection Lead

Contract Type: Casual Agreement

1. Background

Lifeline-Gedo (LLG) is a Humanitarian, Non-profit and non-governmental organization dedicated to responding to humanitarian emergences through provision of life-saving support mechanisms in partnership with national and international role players, promoting peace and stability, advocating against all kinds of violence, initiating long term and short-term development projects. LLG prioritizes identifying the most appropriate targets for their projects where the poorest communities are suffering most.

LLG is seeking for prequalified enumerators that will operate in all LLG field operations across Somalia.

Pre-qualified enumerators will play a crucial role in collecting high-quality data for project assessments, surveys, monitoring and evaluations. They will be selected based on their experience and availability to conduct field data collection when required by the organization. Selected enumerators will be typically engaged on a need basis and must adhere to ethical standards, data accuracy and confidentiality. The prequalified enumerators will remain in our database for 2 years, henceforth subjected to review. Your data will be deleted from our database after 2 years.

2. Scope of Work

Enumerators will be responsible for:

• Data Collection: Conducting household surveys, key informant interviews (KIIs), focus group discussions (FGDs), and other data collection methods as per project needs.
• Use of Tools: Administering structured and semi-structured questionnaires using paper-based forms or digital data collection tools (e.g., Kobo Toolbox and ODK).
• Fieldwork Preparation: Attending enumerator training sessions, pre-testing tools, and ensuring readiness for data collection.
• Community Engagement: Establishing rapport with respondents, obtaining informed consent, and ensuring ethical data collection practices.
• Accuracy and Quality Assurance: Ensuring data is accurately recorded, properly stored, and submitted on time. Reporting inconsistencies or challenges encountered in the field.
• Compliance with Ethical Standards: Following guidelines on data protection, confidentiality, and safeguarding, including child protection and gender sensitivity.
• Reporting: Submitting daily progress reports and debriefing with supervisors to discuss field experiences and challenges.
• Supporting Logistics: Assisting with field logistics, such as identifying respondents, securing interview locations, and ensuring smooth data collection processes.
• Translation & Interpretation: Providing language support where necessary to facilitate effective communication between respondents and the research team.
•  Conflict Sensitivity & Cultural Awareness: Ensuring interactions with respondents are respectful of cultural norms and minimizing any potential conflicts in the data collection process.

Experiences and Qualifications

Required Qualifications & Experience

• Diploma or High school certificate, degree of related field is preferable
• Experience in data collection, field research or monitoring and evaluation activities.
• Proficiency in using mobile data collection tools (e.g., Kobo Toolbox, ODK, Survey CTO).
• Fluency in local languages relevant to the target area and good communication skills in English.
• Strong interpersonal skills, cultural sensitivity and the ability to work in diverse environments.
• Ability to work under pressure, meet deadlines and adapt to field conditions.
• Knowledge of ethical research principles, including confidentiality and informed consent.
• Must possess passport/any valid identification

4. Deliverables

• Completed and validated data sets according to project requirements.
• Fieldwork summary reports highlighting key observations and challenges.
• Any additional documentation as required by supervisors.

5. Duration & Work Conditions

• Engagement is on a casual basis, depending on project needs.
• Work may require extensive travel to remote areas.
• Enumerators are expected to follow security guidelines and work in compliance with organizational policies.

6. Code of Conduct & Confidentiality

• Enumerators must adhere to ethical research guidelines, ensuring the dignity, privacy and safety of respondents.
• Data collected must be kept confidential and used solely for the intended purpose.
• Enumerators must comply with safeguarding policies, including those related to child protection and gender-based violence prevention.
