Terms of Reference (TOR) for National Comprehensive Capacity Assessment for Case Management Case Workers and Supervisors in Somalia and Somaliland

 

  1. Background

The humanitarian situation in Somalia remains fragile due to widespread drought, flash floods, ongoing conflict, and mass displacement. These challenges have weakened national protective mechanisms, leaving children and families vulnerable to separation, violence, abuse, exploitation, and neglect. Over the past three decades, protracted crises have severely impacted the well-being of the population, resulting in low health indicators, poor governance, economic decline, poverty, social and gender inequality, and environmental degradation.

 

Efforts in case management capacity building have shown commendable progress amidst these challenges. However, the current approach remains reactive and fragmented, with training initiatives often operate in isolation, and overlooking crucial system-level needs for case workers and case managers. This assessment aims to address these gaps by focusing on the current needs for case management, assessing the capacity to handle caseloads effectively, and evaluating the existing CPIMS+ V2 systems and structures in Somalia and Somaliland. By doing so, we aim to develop a coordinated strategy that strengthens case management across the country, ensuring a more effective and sustainable response to the complex challenges faced by children and families in crisis.

 

  1. Overall objective

 

The overall objective of this assessment is to conduct a comprehensive evaluation of the case management system in Somalia and Somaliland, including the capacity and competencies of caseworkers, managers, and supervisors, as well as the supporting structures and systems, in order to develop a strategic, evidence-based capacity-building plan to strengthen the national case management system.

 

  1. SpecificObjectives of the Assessment

The key objectives of this assessment are:

 

  • To holistically assess the capacity of the case management systems and workforce, including the alignment with the agreed case management standards, knowledge, skills, and support structures for case workers, managers, supervisors, and other stakeholders.
  • Assess the understanding and utilization of case management tools, including the CPIMS+ V2 system, by case workers, managers, and supervisors.
  • Identify gaps, challenges, and opportunities for improving the functionality, usability, and integration of case management tools and systems.
  • To understand the systemic gaps and bottlenecks hindering effective implementation of case management practices, such as policy limitations, and institutional frameworks that govern the case management system, resource constraints, and coordination challenges.
  • Assess the coordination, collaboration, and information-sharing mechanisms among various stakeholders involved in the case management system.
  • Facilitate cross-agency collaboration and collective ownership of the capacity-building process, ensuring the engagement and alignment of all relevant stakeholders.
  • Align the capacity-building plan with the Child Protection Minimum Standards (CPMS) and case management competency framework to ensure adherence to global guidelines and principles.
  • inform a national action plan for strengthening the case management system in Somalia child protection practitioners.

 

  1. Scope of Work

The assessment will comprehensively evaluate the current state of case management systems for child protection in Somalia and Somaliland. Two districts will be covered in each region as indicated below. The assessment will include a thorough review of existing case management structures, policies, and procedures to identify strengths and weaknesses. Evaluations will be conducted to assess the capacities of case workers, managers, and supervisors, focusing on their knowledge, skills, and support structures. The assessment will identify gaps in training, resources, and support mechanisms necessary for effective case management.

Additionally, an analysis of coordination mechanisms among different agencies and stakeholders will be performed to understand the level of collaboration and identify areas for improvement. Based on these findings, the assessment will provide actionable recommendations for a comprehensive capacity-building strategy aimed at addressing identified gaps and strengthening the overall case management system. The final step will involve the dissemination of the assessment report to ensure that findings are effectively communicated to all relevant stakeholders.

 

The assessment will include:

  • A review of existing case management structures, policies, and procedures.
  • Evaluations of the current capacities of case workers, managers, and supervisors.
  • Identification of gaps in training, resources, and support structures.
  • Analysis of coordination mechanisms among different agencies and stakeholders.
  • Assessing the integration and use of CPIMS+/Primero for data management and case tracking.
  • Assess the understanding and utilization of case management tools, including the CPIMS+ V2 system, SOP for case management, referral protocols and systems by case workers, managers, and supervisors. Identify gaps, challenges, and opportunities for improving the functionality, usability, and integration of case management tools and system
  • Recommendations for a comprehensive competency-based framework and capacity-building strategy.
  • Dissemination of the report

 

  1. Methodology

The consultant is expected to employ wide range of data collection methodologies including, but not limited to: 

  • Desk reviews of existing policies, guidelines, and reports related to case management in Somalia and Somaliland.
  • Field visits to observe case management practices and implementation as well physical infrastructure, resources, and working conditions at the case management service delivery points.
  • Key Informant Interviews (KIIs) with managers, supervisors and other stakeholders involved in the case management system.
  • Focus Group Discussions (FGDs) with case workers, managers, and supervisors to gather in-depth insights on the challenges, needs, and opportunities for capacity building.

 

  1.  Expertise required and Roles and Responsibilities
  • The Consultant will work under the supervision of the CP AoR and CP AoR’s Assessment taskforce and CMTF members.

National CP AoR Somalia:

  • Lead the overall assessment process.
  • Coordinate with CMTF members and other stakeholders.
  • Ensure alignment with the strategic objectives of the CP AoR.

Assessment Taskforce:

  • Review and finalize the TOR.
  • Review assessment tools and methodologies.
  • Support and initiate logistical arrangements for the assessment.
  • Nominate enumerators/case workers from respective CMTF members.
  • Oversee the assessment process and provide necessary support.

 

CP AoR, SOS Children’s Village, Save the Children International and CMTF Partners:

  • Provide financial support and human resources.
  • Collaborate in the assessment process and provide technical inputs.
  • Ensure coordination and avoid duplication of efforts.
  • SOS Children’s Village Somalia will only facilitated the procurement process on behalf of the CPAOR Somalia .
  1. Deliverables

Inception report with a detailed work plan and methodology.

  • Stakeholder Consultations and Validation- Facilitation of either face to face or virtual of a multi-stakeholder workshop to present the assessment findings and the capacity-building plan, and to obtain consensus and commitment for its implementation
  • Final comprehensive report covers the overall findings and recommendations from the capacity assessment.
  • Additionally, two separate reports must be prepared that provides details on the capacity assessment results and plan for Somalia and Somaliland respectively.
  • National action plan for capacity strengthening outlining the next steps and actions to address the identified capacity gaps.
  • A two-tier case management competency framework for organizations and case workers/ Supervisors.

 

  1. Timeline

The assessment is expected to be completed within a period of one month from the date of commencement. Detailed timelines will be developed and agreed upon during the inception phase.

Experiences and Qualifications

Consultant Selection

A consultant or consultancy firm with expertise in child protection, case management, and capacity assessments will be engaged. The selection process will follow standard procurement procedures, ensuring transparency and competitiveness.

  1. Reporting and Coordination

The consultant/firm will report to the National CP AoR Secretariats. Regular updates and coordination meetings will be held with the assessment taskforce and key stakeholders.

  1. Child Safeguarding

Throughout the assessment process, rigorous child safeguarding principles and protocols will be strictly adhered to. This includes:

  • Ensuring all assessment activities prioritize the safety and well-being of children and vulnerable individuals.
  • Conducting interviews, surveys, and discussions in a sensitive and respectful manner, adhering to ethical guidelines.
  • Training assessment team members on child safeguarding practices and procedures.
  • Implementing measures to prevent and respond to any safeguarding concerns that may arise during the assessment.
