Terms of Reference (TOR) for National Comprehensive Capacity Assessment for Case Management Case Workers and Supervisors in Somalia and Somaliland
The humanitarian situation in Somalia remains fragile due to widespread drought, flash floods, ongoing conflict, and mass displacement. These challenges have weakened national protective mechanisms, leaving children and families vulnerable to separation, violence, abuse, exploitation, and neglect. Over the past three decades, protracted crises have severely impacted the well-being of the population, resulting in low health indicators, poor governance, economic decline, poverty, social and gender inequality, and environmental degradation.
Efforts in case management capacity building have shown commendable progress amidst these challenges. However, the current approach remains reactive and fragmented, with training initiatives often operate in isolation, and overlooking crucial system-level needs for case workers and case managers. This assessment aims to address these gaps by focusing on the current needs for case management, assessing the capacity to handle caseloads effectively, and evaluating the existing CPIMS+ V2 systems and structures in Somalia and Somaliland. By doing so, we aim to develop a coordinated strategy that strengthens case management across the country, ensuring a more effective and sustainable response to the complex challenges faced by children and families in crisis.
The overall objective of this assessment is to conduct a comprehensive evaluation of the case management system in Somalia and Somaliland, including the capacity and competencies of caseworkers, managers, and supervisors, as well as the supporting structures and systems, in order to develop a strategic, evidence-based capacity-building plan to strengthen the national case management system.

The assessment will comprehensively evaluate the current state of case management systems for child protection in Somalia and Somaliland. Two districts will be covered in each region as indicated below. The assessment will include a thorough review of existing case management structures, policies, and procedures to identify strengths and weaknesses. Evaluations will be conducted to assess the capacities of case workers, managers, and supervisors, focusing on their knowledge, skills, and support structures. The assessment will identify gaps in training, resources, and support mechanisms necessary for effective case management.
Additionally, an analysis of coordination mechanisms among different agencies and stakeholders will be performed to understand the level of collaboration and identify areas for improvement. Based on these findings, the assessment will provide actionable recommendations for a comprehensive capacity-building strategy aimed at addressing identified gaps and strengthening the overall case management system. The final step will involve the dissemination of the assessment report to ensure that findings are effectively communicated to all relevant stakeholders.

Consultant Selection
A consultant or consultancy firm with expertise in child protection, case management, and capacity assessments will be engaged. The selection process will follow standard procurement procedures, ensuring transparency and competitiveness.
The consultant/firm will report to the National CP AoR Secretariats. Regular updates and coordination meetings will be held with the assessment taskforce and key stakeholders.
