Terms of Reference (ToR) for Consultant - Organizational Restructuring and HR Review
Position Title: Consultant - HR Review and Organizational Development
Duration: 30 days between 1st November – 31st December 2024.

Background
Shaqodoon is a national non-governmental organization (NGO) established in 2011 to provide innovative and sustainable solutions to the youth employment challenges in Somaliland & Somalia. The organization evolved from the EDC Somali livelihood project, funded by USAID, which aimed to improve access to work, training, and self-employment opportunities for youth in Somaliland, Puntland, and South-Central Somalia.
Shaqodoon designs, implements, and evaluates programs that address the pressing needs of the local community in vocational and technical skill development, entrepreneurship and ecosystem development, employability skills and market linkages, while addressing violence against women, gender-based violence and female genital mutilation through our centers. The organization also focuses on access to finance for youth entrepreneurship and works with local and international development partners to utilize technology for humanitarian and development programs.

Objective
The Consultant will support Shaqodoon in restructuring the organization, reviewing staff roles, recruiting new staff and updating HR policies to ensure alignment with our strategic growth plans. The focus will be on identifying capacity gaps, defining staff roles, reviewing and updating appropriate contracts templates, and updating policies to foster an efficient and inclusive work environment.
Scope of Work
· Organizational Structure Review
· Assess the current organizational structure.
· Provide recommendations for restructuring to align with growth objectives.
· Develop and propose a revised organizational structure that maximizes efficiency and aligns with strategic priorities.
2. Review Staff Terms of Reference (JD’s)
· Review existing staff ToRs to determine alignment with roles and responsibilities.
· Identify areas that need revision or clarification.
3. Staff Capacity Assessment
· Develop methodology and tools for capacity assessment
· Assess the capacity of current staff to determine skill gaps.
· Provide recommendations to bridge capacity gaps in alignment with growth goals.
4. Job Descriptions Development
· Develop new job descriptions for roles identified during the organizational review.
· Develop Salary scale and grade levels.
· Review and refine existing job descriptions as necessary.
5. Staff Roles and Relationships
· Evaluate current staff roles and relationships.
· Make recommendations to optimize team interactions and improve communication flows.
· Come up with a RACI for key activities which are inter-linked among departments.
6. Recruitment Assistance
· Develop recruitment guidelines
· Assist in the recruitment process for new positions, including developing criteria for selection and drafting recruitment notices.
7. Review and Update HR Policies
· Conduct a comprehensive review of Shaqodoon's HR policy.
· Identify gaps, including those related to staff welfare, and update policies accordingly.
8. Review Staff Benefits
· Assess current staff benefits, with a particular focus on the statutory benefits in line with local labor law.
· Provide recommendations for improving benefits to enhance staff well-being.
9. Contract Review
Review and provide recommendations on the following contract types:
· Long-Term Staff Contracts: Ensure clarity, fairness, and alignment with organizational policies.
· Short-Term Consultant Contract Templates: Recommend updates to ensure alignment with best practices.
· Long-Term Consultant Contracts: Review and suggest improvements.
Deliverables
· A comprehensive report on organizational structure with proposed changes.
· Updated staff ToRs, identifying gaps and suggested improvements.
· A capacity assessment report highlighting skill gaps and recommendations for addressing them.
· Developed and updated job descriptions for all relevant positions.
· Recommendations for optimizing staff roles and relationships.
· Support documentation for the recruitment of new roles.
· Revised and updated HR policies, including a summary of changes.
· Recommendations on staff benefits, including health insurance considerations.
· Reviewed and revised templates for long-term staff contracts, short consultant contracts, and long-term consultant contracts.
· Recruitment Guidelines in place
· Revised HR manual in place
Reporting
The Consultant will report directly to the Executive Director of Shaqodoon. Progress updates will be required every week, with flexibility for additional meetings as needed.
Qualifications
· A minimum of Musters Degree Qualification in HR; Administration or social science
· A minimum of 5 years’ experience in HR.
· Ability to work independently and meet deadlines.
