Terms of reference for media Engagement (Climate justice).
Introduction.

Context analysis and Project background.
Climate change is having a growing impact on the African continent, contributing to food insecurity, land degradation, population displacement and stress on water resources. However, many African citizens do not yet connect the multiple challenges they face to the global causes of climate change. Also, for most governments, climate change is not yet a policy priority. Partly this is because other crises demand attention: corruption, debt, political instability, violence and unrest, gender inequality, unemployment, and more recently COVID-19. Climate change is seen as a topic that can be dealt with later. In Somalia, Climate variations are also leading to destroyed livelihoods of pastoralist families (85% of pastoralist communities have lost more than 90% of their livestock) and deteriorated pasture lands and humanitarian crises. Food insecurity and lack of access to humanitarian assistance has led to large scale displacement in search of water and pasture lands. According to the Somalia government, there are an estimated 2.6 million people internally displaced across Somalia. Yet the voices of those directly affected by climate change living in rural areas are not receiving information regarding climate crisis, and at the same time, not involved in the processes of decision making on the issue, so in order to establish an inclusive process this initiative will first amplify the voices of those vulnerable groups, tell their stories and provide them with them with the key insights they need in Somali language.
Oxfam/Somalia/Somaliland is implementing a programme in Somalia with the goal of amplifying and supporting voices of the most vulnerable groups and their capacity within the context of the climate emergency. Under pathway two of the program is to spread and develop African narratives that highlight lived experiences of women, youth and local and indigenous communities impacted by climate change, and which can help change the terms of the debate on climate change; Thus, Oxfam Somali will work with media partner to design and disseminate public Climate awareness Campaign on selected themes and topic around Climate change. The media Platform will enable to increase the understanding of Climate change and its impact to Communities at grassroot level and more particularly those living in remote and rural areas which may not have good access to digital platforms, the media will have to also amplify the voices of marginalized communities by narrating the unheard stories of those communities and empowering them to act and demand more inclusive Climate action at local, national, regional, and Global level. The scope of this initiative will be across Somalia (including Somaliland, Puntland and Southcentral).
Objectives of the assignment.
The overall objective of the media engagement is to increase the understanding of Climate change and its impact to Communities at grassroot level and more particularly those living in remote and rural areas which may not have good access to digital platforms, the media program is aimed at amplifying the voices of marginalized communities by narrating the unheard stories of those communities and empowering them to act and demand more inclusive Climate action at local, national, regional, and Global level.
The specific objectives include.
-Improve understanding of Climate justice / change of targeted audiences with focus on frontline communities, women, youth, and marginalized groups
-Enhance the visibility of the project activities to create awareness among the stakeholders including targeted communities.
-Ensure targeted communities are well informed about Climate change impacts by working with locally led climate experts to counter misinformation or myth about Climate change perception.
Approach and specific tasks.
- Oxfam Somali plans to engage the media firm to design, develop and disseminate Climate change awareness through different platforms and sessions where the media Firm Convenes conferences, panel discussions, and interviews by working closely with Oxfam team and key Climate experts in the country. The media firm will also work closely with project teams to participate in the project activities implementation through offering multimedia coverage support.
The specific activities to be undertaken includes.
- Produce and broadcast series of sessions (4) focusing on different themes – Oxfam team will support identifying key Climate related themes.
- The media firm will work with Climate change experts participating in the implementation of the project activities such as awareness raising, public engagement forums, talk shows and panel discussions.
- The media firm will utilize different approaches and formats in disseminating Climate awareness, such as Panel discussions, talk show etc.
- The media firm should monitor and evaluate the impacts of the activities looking at the reach number, feedback?
- Coverage to be Somali Language.
- Narrate stories from marginalized local communities particularly those from the rural areas.
- Content creation aimed at teaching people about climate justice.
Deliverables.
- Submission of detailed plan outlining key sessions, themes, and timelines.
- Production of high-quality content including visuals.
- Monitoring and evaluation report assessing the reach and the effectiveness of the Climate awareness campaign.
- Provide evidence for the media production such as raw video materials and pictures for the specific project activities covered.
- Provision of progress report (Final report + financial report).
Required profile for the media firm.
- At least more than 5years of experience in media production, preferably, Environmental issues, Climate change and other developmental work in Somali.
- Experience in broadcasting and dissemination of awareness raising around Climate / environmental issues in Somalia.
- The technical leads demonstrate extensive experience in events coverage and disseminations.
- Able to conduct and produce high quality documentaries, interviews within a short time when called upon.
- Has transmission coverage areas across Somalia/ Somaliland.
- Excellent mobilization skills.
- Media must be registered and have a license to operate.
- Good command of Somali language, and translation
Required Documents.
- Firm registration certificate.
- Firm profile including experience in working similar programs.
- CVs of technical professionals who will be directly working under this engagement through the firm.
- Testimonials for previous engagements either video, photos, or reports.
Duration.
- The sessions will be conducted over a period of 6 months with starting July 2024 with each sessions Broadcasted as agreed during the planning of activities. The contracted media firm should submit monthly progress reports and final reports at the end of the assignment.

-The submitted proposal should include the following to be considered, any incomplete package will not be considered in the evaluation. Updated CV with copy of related certificates. Detailed narrative proposal explaining the methodology and the ways of working to complete the assignment. Detailed workplan showing the steps and timeline of the assignment. Detailed budget showing the monthly rate, number of days and taxes, note that in Somalia the tax rate is 6% tax for National consultant and 12 % tax for international consultants and this will be covered by the consultant.
