Terms of Reference for Community Advocacy Planning
Background
SomRep consortium (Oxfam, DRC, WVI, CARE and SHAQADOON) is implementing two-year project funded by EU-BREACH to reach 48,000 beneficiaries in 20 locations of Burao district. These include 24,000 Internally Displaced People (IDP) in 10 IDP settlements. The project will also support 24,000 beneficiaries from the host communities, who have been affected by the internal displacements through overstretched public services and diminished livelihood opportunities. Working with both communities ensures that IDPs are provided with durable solutions, addressing drivers of conflict, and encouraging social inclusion. Through this Action, SomReP will pivot back to provide durable solutions to drought and displacement-affected communities on the pathways to develop resilience capacities.
As part of EU BREACH activities, Oxfam will capacitate community members and local government in planning for advocacy through trainings and workshops. We will hire a consultant to conduct one advocacy training for one of the IDPs and another one for one of the target host communities.
As part of this, the consortium is committed to enhancing community advocacy efforts to address the complex and multifaceted challenges faced by IDPs and hosting communities. Recognizing that effective advocacy empowers communities to articulate their needs, we seek an experienced consultant to lead this initiative. The consultant will facilitate capacity building, strategic planning, and community engagement to ensure that local voices are heard and prioritized in decision-making processes.
Objectives
The primary objective of this consultancy is to develop a structured advocacy strategy that empowers communities around Burao, Somaliland. The consultant will focus on the following key areas:
Scope of Work
The consultant will undertake a community needs assessment to identify pressing issues and priorities. This will inform the development of tailored training for community leaders and local government officials on advocacy skills and effective communication.
Facilitating workshops with community members, the consultant will clarify advocacy goals and create a roadmap to guide their efforts. Additionally, the consultant will organize community awareness events and collaborate with local media to disseminate key messages, enhancing community engagement.
Identifying and training community champions will be crucial, as will fostering partnerships with local NGOs and civil society organizations. The consultant will develop clear advocacy messaging that resonates with both community members and decision-makers.
Finally, the consultant will propose advocacy tactics suited to the community’s context and establish monitoring and evaluation mechanisms to assess the effectiveness of advocacy efforts.

The consultancy is expected to last for 1 Month, starting from 01/10/2024.
Mandatory requirements
References including names and contact information from previous clients who can be contacted regarding relevant experience in the translation of documents (At least three)

Financial Evaluation
A financial proposal with a detailed breakdown of costs quoted in USD. All applicable tax amounts must be included with the base costs and shall not be separated from the base costs.
A financial proposal should not be part of the technical proposal; it should be a separate document.
Proposals should be submitted in three distinct/separate attachments, namely Mandatory Requirements, Technical Proposal, and Financial Proposal
