Terms of Reference
for
A consultancy to conduct a gender sensitive study on climate change, resource induced conflicts and peaceful co-existence in Somaliland.
1. Background
Climate change, conflict and insecurity are continuously affecting the livelihoods of Somalia’s pastoralist and farming communities, leading to displacement - on top of conflict/violence in many parts of the country, including on land/resources and between clans and government and non-state armed actors. Recurring and worsening drought conditions lead to massive crop failures and reduced rural employment opportunities, widespread shortages of water and pasture, rapidly diminishing food access among poor households as staple food prices continue to rise sharply and livestock prices decrease significantly. The compounding impacts of these shocks continue to erode coping strategies and undermine resilience against future crises.
Candlelight and Oxfam are implementing a project funded by The Ireland’s Civil Society Partnership (ICSP). The ICSP project programming follows the triple nexus approach which strives creating synergy among humanitarian, development, and peace components. This approach is designed to find transformative solutions for complex and interrelated crises such as drought, conflict, and environmental degradation. The ICSP project is multi -year project funded by the Ireland Civil Society Partnership (ICSP), the project aims to improve community disaster preparedness at the household level by enhancing knowledge and skills through early warning training across five targeted project locations. The project adopted a peace-development-humanitarian nexus approach; through which it aims to improve human security and achieve a peace dividend. Furthermore, the project aims to build resilience to drought for pastoralists and agro-pastoralists and support sustainable livelihoods to improve their living conditions as well as tackle the causes of conflict.
2. Aim and scope of assignment:
The consultant will be expected to carry out a gender sensitive study to identify the causes and drivers of climate change and resource related conflicts and stressors. The consultant is also expected to review existing policies and practices related to peaceful coexistence with an aim to identify gaps that may need to be addressed. The study should also identify good practices that may need to be promoted. The assessment will focus on at least 7 - 8 accessible villages in the regions of Sool and Sanag.
3. Specific objectives:
i. Identify climate change and resource related causes and drivers and their impacts.
4. Expected outcomes:
· Produce a well-researched study responding to the scope and objectives outlined above including references. The study will be used by Candlelight and Oxfam to support and or inform the development and implementation of programs and policies that promote peaceful coexistence.
· Expected documentations include inception, draft and final reports.
5. Duration of the assignment: The consultancy will be conducted and completed within a maximum timeframe of 25 days. A detailed timeline will be included in the contract.
