BACKGROUND
The Somali NGO Consortium is a voluntary membership organization of national and international NGOs that work together for an enabling environment for the efficient and effective delivery of humanitarian and development assistance for all Somali people.
The Membership of the Consortium has NGOs that work in all spheres and thematic areas in Somalia/Somaliland. The NGO consortium’s key areas of focus are advocacy, information sharing, coordination, and representation and capacity building of members particularly women lead organization The consortium works with its members in providing a platform for the members to effectively work with other agencies, and authorities in Somalia and overall get positive influence in their roles. One of our goals is to advocate and support leaders from Minority Rights Organizations (MROs) and Women Led national NGOs (WLOs) access and participate in decision making spaces within the humanitarian and development sectors across Somalia.
CONTEXTUAL ANALYSIS
Existing literature on gender and social inclusion has concluded that “the Somali society is male-dominated and has widely accepted clan based social system, where all women are culturally discriminated and marginalized. (In addition) Minority Communities including minority women and people with disabilities are cruelly marginalized and discriminated from getting access to equal rights in all aspects of life.” Of particular concern is that national NGOs representing excluded social segments often face a myriad of barriers for them to adequately meet the humanitarian, protection and development needs of the marginalized. This, exacerbated by humanitarian access restrictions, has further complicated monitoring and accountability processes that have greatly increased the risks of gatekeepers and aid diversion, particularly in hard-to-reach areas.
It has further been estimated that WLOs and MROs are better placed in addressing risks associated with protection, gender and social exclusion within the humanitarian spaces and thus their inclusion / representation in key decision-making platforms remains key to improve the humanitarian and development paces within the Somali context. With funding from SHF, the SNC has planned a training for WLOs in Baidoa and Hargeisa in July 2025.
Training objectives
· To provide a space for shared learning on management and leadership experiences across the heads of women led organization in Somalia.
· To identify and document best practices and approaches in beneficiary targeting that maximize the potential for reaching vulnerable women and girls during humanitarian response, stabilization, and other development interventions.
· To explore the role of women leaders in realizing true and full potential of localization in Somalia.
· To propose strategies, road maps and or action plans towards the establishment of a women to women program.
· To agree on advocacy strategy for an appeal to donors to advocate and commit towards allocating a percentage into all funding projects aimed at empowering the growing women lead organizations and women in decision making in Somalia.
Expected deliverables.
a. Workshop report drafted and shared among participants and other stakeholders through the SNC and secretariat highlighting the following areas agreed with the training participants:
b. The training content and discussion points for key issues/concerns that came up during the training with respect to context, capacities, resources and other critical considerations.
c. Consensus of general and specific challenges affecting women-led organizations with respect to access to humanitarian spaces and funding.
d. Documented best practices coming up from the discussions taking place during the training.
e. Consensus on recommendations for women-led organizations in their push for space in the humanitarian and development spaces within the humanitarian framework and standards in Somalia (including community engagement, needs analysis and beneficiary targeting).
f. Consensus on recommendations for SNC to pick and move forward with the agenda for advocating for women-led organizations in the humanitarian and development spaces.
g. Broad overview and consensus of key stakeholders with their level of influence and interest in the humanitarian space, particularly in supporting women-led organizations.
h. Contextualized and translated training resources (for the ToTs to use) and action plan (collective and individual) towards cascading knowledge gained to their peers in their respective areas of jurisdiction.
i. Every participant/organizational representative to have their individual action plans on specific changes they will make in their organizations based on the training – these own commitments will be used as a basis for monitoring/ post training assessment.
j. Key points for advocacy, particularly in gender mainstreaming and fundraising for women-led organizations within the Somalia context.
k. Submit detailed inception report clearly highlighting the technical and financial requirements
Expected outcomes of the workshop/s
The workshop is intended to entail sensitization, brainstorming and capacity building components on barriers (and a possible array of practical solutions) faced by women-led organizations in the humanitarian and development spaces in Somalia. The overall intention is to provide evidence and equip women-led organizations with the necessary capacities, tools and networks to start or intensify their pursuit for humanitarian space in Somalia. Follow ups will be made by SNC secretariat, through the focal working groups (partnership & localization, gender & social inclusion, and communications & advocacy), with the intention of supporting the training beneficiaries to cascade and pass the knowledge onto other women-led organizations (and women CBOs and grassroots networks).
TIMELINES
The training is planned to take place in July targeting 30 participants picked from WLOs from each of the targeted locations. The training will be delivered in a total of three (4) days per location. Selection of training participants will prioritize potential beneficiaries of SHF funding.

BUDGET AND PLANNING
The consultancy is expected to submit remuneration based on the submission of deliverables, provided that the report meets the specified requirements as stated in the Term of Reference.
The proposed budget should also include all evaluation expenses and applicable taxes. The contractor will have to make provisions for covering all costs associated with the assignment. The consultancy will take an estimated maximum of eight (8) days, four (4) days per location excluding travel days.
Proposal submission
The application for the consultancy should include the following:
A technical proposal detailing the consultant’s understanding of the task, proposed methodologies, expected activities and deliverables, proposed work plan, and the composition of the consultancy team to be engaged, if any, in PDF format.
A financial proposal detailing the costs that the consultant expects to complete the assignment in PDF format.
Detailed and updated CV
At least two professional references from previous clients with full contact details of the referees.
