Rehabilitation of the Haffir Dams in Ceel Xume and Beerato
ActionAid International Somaliland (AAIS) is part of a global federation working to end poverty and injustice with thousands of communities and millions of people across the planet guided by its strategy ‘Action for global Justice’ that ensures coherence, aligning with the poor and excluded people, reasserting women’s rights, strengthening accountability, and building resilience against shocks & hazards. AAIS has been operating in Somaliland for over 28 years, implementing integrated programs on women’s rights, humanitarian response, resilience building, food security, and education. AAIS implements several protection programs through its engagement with communities, women, and youth groups, with the goal of empowering them and ensuring safe spaces for them within their communities and providing referral pathways for the survivors of violence.
The impact of La Niña conditions will likely be imminent in early and mid-2025 in Somaliland with most likely affected being Somaliland. Agro-pastoral communities are projected to experience escalated food insecurity due to reduced productivity and limited income avenues. This may severely destabilize recent gains made through humanitarian interventions. La Niña is expected to intensify drought conditions, further limiting access to water and food, particularly in remote, underserved areas with restricted infrastructure. This scarcity will likely heighten hardship and deepen dependency on external support among already vulnerable populations.
Implementing early livelihood interventions before, during, and after the drought period will strengthen community capacity, address immediate and medium-term needs, and most importantly mitigate rural-urban migration.
Hence, ActionAid in collaboration with WFP is implementing the Early Recovery Project in Odweine district targeting 2,090 HHs of 12,542 Bens, duration of the project will be 5 Months (March to July 2025). In this project, AAIS is going to rehabilitate two Haffir dams: 1- Ceel Xume Haffir Dam and 2- Beerato Haffir Dam.
To ensure easy access to equitable and clean water for rural communities facing a severe water shortage. ActionAid International Somaliland intends to implement the rehabilitation of the Haffir dam in Ceel Xume and Beerato villages in Odwayne District.

ActionAid International is inviting to a bid for the rehabilitation of Haffir Dam in Ceel Xume and Beeratoas per the below Billing Quantity, drawings, and technical specifications. The deadline for submission is Tuesday, 8th April 2025 to ActionAid International Office, in the Hargeisa office. Bid documents should be sealed and hereinafter submitted as hardcopy.

Note: The bid will be opened in two different lots; therefore, you are required to submit two lots:
Lot One: Ceel Xume Haffir Dam application.
Lot Two: Beerato Haffir Dam application.
Note: Each vendor is entitled to submit proposals for both lots or only one lot.
Submission Procedures
Stamped and signed Billing Quantity BoQ that includes the proposed methodology, activities schedule/work plan, and timeline.
The selected vendor will be required to sign and adhere to ActionAid's core values and policies (such as the Anti-Sexual Harassment Policy and Child Protection Policy, among others).

Detailed Company profile that includes a capability statement and an organogram
Organizations Code of Conduct Valid business registration/silence certificate by Somaliland Government
Valid tax compliance certificate by Somaliland Government
Technical proposal.
Duly completed Financial Offer.
Work schedule (Detailed work schedule) with clear timelines on Project completion times and dates
Original bank statement signed and stamped by the relevant bank authority including transactions for the past 12 months.
Attached similar supply experience -Three Copies of LPO’s/Letters of award/ signed contracts.
CV of the Engineer (s) and technical team who would be supervising the installation.
Details of vehicles and machinery owned by the company.
Tender Declaration Form completed, signed, and stamped.
Information on ownership structure (Name of directors of the company / Owner)
