INVITATION FOR OPEN TENDER
OPEN TENDER FOR INSTALLATION OF 80 SOLAR STREETLIGHTS IN HARGEISA -
SOMALILAND DATE: 02.08. 2026
NIS Foundation is looking for a qualified contractor to undertake the installation of 80
solar streetlights in Hargeisa, Somaliland. All interested qualified contractors are
requested to submit their bids/applications together with below-listed support
documentation and other requirements for consideration:

1. Licenses/Registrations: The company shall submit the following
   documentations:
   ✓ Permit letter from the Ministry of Energy and Minerals, The Government of
   Somaliland.
   ✓ Valid license from the Ministry of Trade and Tourism, The Government of
   Somaliland.
   ✓ Valid Tax compliance certificate from the Ministry of Finance and Economic
   Development, The Government of Somaliland.
   Note 1: All submitted registrations/licences will be shared with the relevant
   authorities for verification, clearance. Those who fail to submit a valid
   registration/license will not be considered in the next stage of analysis.
   ✓ Statement of ownership: The company shall submit a signed public notary
   document stating the ownership of the company including a list of full names,
   positions held and contact details: telephone number and email address and # of
   shares held.
2. Similar or relevant work experience: The bidder shall fill in the below table with
   details of three similar contracts previously implemented which are related to
   installation and maintenance of solar streetlights and/or other solar PV systems
   with monetary value of USD 15,000 to USD 30,000 each or above funded by
   International Non-Governmental Organizations (INGOs) and/or UN agencies. The
   bidder shall only submit those relevant contracts implemented within the last (7)
   years. Contracts with value below USD 15,000 will not be considered in the NIS
   bid evaluation matrix.
   • KINDLY ATTACH ONLY 3 RESPECTIVE CONTRACTS.
   • ONLY THE 3 CONTRACTS LISTED IN THE BELOW TABLE WILL BE EVALUATED, IF
   YOU SEND MORE THAN 3 CONTRACTS, NIS WILL CHOOSE THE FIRST THREE TOP
   IN THE LIST.
   • BIDDERS WHO DO NOT FILL IN ANNEX A - SIMILAR EXPERIENCE TABLE WILL
   NOT BE EVALUATED.

Note 2: Fake contracts and contracts with conflicting information will lead to
automatic disqualification. All submitted contracts will be subjected to reference
checks.
3. Human and material resources: Possess necessary resources, and ability to
mobilize such a resource at short notice to undertake project works (Please
attach CVs of at least one electrical Engineer and one solar technician).
4. Company Finances: presents a duly signed statement/declaration confirming
that the company is financially in a good position and able to pre-finance project
works as this is necessary.
5. Work plan for the activity: The Company shall submit a clear and detailed
activity work plan.
6. BoQ price allocation accuracy and responsiveness: The company shall submit a
filled and stamped BoQ in both Excel and PDF format.
