Project/ Training overview

WHH in partnership with candlelight implemented a 3-year resilience project with BMZ funding. The project aimed at securing and improving economic, environmental, water, sanitation, hygiene, and nutritional conditions for rural livelihoods of women and men in agriculture and livestock in the five target regions of Somaliland.

 

WHH is seeking to obtain consulting service from qualified GIS experts, to facilitate GIS training for its staff in Somaliland. The training will take place in Hargeisa in February 2024 for a period of one week.

The main objective of the training is to enhance the knowledge and skills of the staff in utilizing Geographic Information System (GIS) tools and techniques for effective data analysis and decision-making. The training will provide participants with a comprehensive understanding of GIS concepts, software, and applications, enabling them to apply GIS effectively in their daily work.

 

The GIS training for the technical staff of Welthungerhilfe and its partners in Somaliland aims to equip the participants with the necessary skills and knowledge to effectively utilize GIS tools for improved data analysis and decision-making. By enhancing their GIS proficiency, the staff will be better equipped to contribute to the organization's objectives and enhance the impact of their projects and programs. The training will empower participants to leverage GIS for informed decision-making, efficient resource allocation, and effective project management. Through this training, Welthungerhilfe aims to strengthen its technical staff's capacity in utilizing GIS as a strategic tool for addressing development challenges in Somaliland.

 

Objectives of training

The main objectives of the training are as follows:

  1. To introduce the basic concepts and principles of GIS:Participants will gain a solid foundation in GIS, learning about its components, functionalities, and the role of GIS in data analysis and decision-making processes.
  2. To provide hands-on training on GIS software and tools: Participants will receive practical training on popular GIS software such as ArcGIS, QGIS, and Google Earth. They will learn how to navigate the software, perform data analysis, create maps, and visualize spatial data.
  3. To enhance the participants' ability to collect, manage, analyze, and visualize spatial data: Participants will learn techniques for collecting and managing spatial data effectively. They will also gain expertise in analyzing spatial data using various tools and methods and visualizing the results through maps and other visual representations.
  4. To enable the participants to apply GIS techniques in their respective areas of work: The training will focus on real-world applications of GIS in different sectors, such as agriculture, health, environment, disaster management, and urban planning. Participants will learn how to apply GIS techniques to solve specific problems and address challenges in their work domains.
  5. To promote the use of GIS for improved planning, monitoring, and evaluation of projects and programs: Participants will understand the significance of GIS in project planning, monitoring, and evaluation. They will learn how to use GIS to assess project impact, identify areas for improvement, and make informed decisions based on spatial data analysis.
  6. To foster collaboration and knowledge sharing among participants: The training will provide a platform for participants to exchange ideas, experiences, and best practices in utilizing GIS. Participants will have the opportunity to learn from each other and build a network of professionals working in GIS-related fields.

 

Target Participants

The GIS training is targeted towards the technical staff of Welthungerhilfe and its partners in Somaliland. The participants should have a basic understanding of computer operations and data management. Prior experience or knowledge in GIS is not required, as the training will cater to participants with varying levels of expertise. The training will be tailored to meet the specific needs and requirements of the participants, ensuring that they can apply GIS effectively in their respective areas of work.

 

Training Scope and Content

The GIS training will cover the following topics:

  1. Introduction to GIS: Basic concepts, components, and applications of GIS.
  2. GIS Software and Tools: Overview and hands-on training on popular GIS software such as ArcGIS, QGIS, and Google Earth.
  3. Data Collection and Management: Techniques for collecting and managing spatial data, including data acquisition, data formats, and data quality assurance.
  4. Spatial Analysis: Methods and tools for spatial analysis, including spatial queries, buffering, overlay analysis, proximity analysis, and spatial statistics.
  5. Data Visualization: Techniques for creating maps, charts, and other visualizations using GIS software. Participants will learn how to effectively communicate spatial information through visual representations.
  6. GIS for Project Planning and Monitoring: Applications of GIS in project planning, site selection, and monitoring of project activities. Participants will learn how to use GIS to assess project feasibility, identify suitable project sites, and track project progress.
  7. GIS for Disaster Management: Use of GIS in disaster risk assessment, emergency response planning, and post-disaster recovery. Participants will learn how to use GIS to map hazards, assess vulnerability, and plan for effective response and recovery.
  8. GIS for Natural Resource Management: Applications of GIS in land use planning, conservation, and resource management. Participants will learn how to use GIS to analyze land cover, monitor environmental changes, and support sustainable resource management.

 

The training will include a combination of theoretical sessions, practical exercises, and group discussions to facilitate active learning and knowledge sharing among participants. Training materials, including handouts and exercises, will be provided to support participants' learning and serve as reference guides.

 

Training Duration and Schedule

The GIS training will be conducted over a period of 5 days in Hargeisa.

 

  1. Deliverables:

Upon completion of the GIS training program, participants will have achieved the following deliverables:

  • Understanding of GIS fundamentals: Participants will have a comprehensive understanding of GIS concepts, including data collection, data management, spatial analysis, and map creation. They will learn about the different types of data formats, coordinate systems, and data quality standards. Participants will also be introduced to the principles of geospatial analysis and the application of GIS in various sectors.
  • Proficiency in GIS software and tools: Participants will be familiar with commonly used GIS software and tools such as ArcGIS, QGIS, and Google Earth. They will have the skills to navigate these platforms, perform basic operations, and utilize advanced functionalities. Participants will also gain knowledge of open-source GIS software and tools to ensure accessibility and cost-effectiveness.
  • Application of GIS techniques: Participants will be able to apply GIS techniques to their own projects and tasks. They will understand how to collect and analyze geospatial data, create informative maps, and use spatial analysis to gain insights and inform decision-making. Participants will also learn about the integration of GIS with other technologies such as remote sensing and GPS.
  • Project-specific outputs: As part of the training, participants will work on project-specific exercises and case studies relevant to Welthungerhilfe's work in Somaliland. These outputs will demonstrate their ability to apply GIS techniques to real-world scenarios and address specific challenges faced by the organization. Participants will develop GIS-based solutions to improve project planning, resource allocation, and impact assessment.
  • Installation of GIS software: The trainer will assist Welthungerhilfe staff to install GIS software in their laptops and provide some basic knowledge on how to use the software.

Experiences and Qualifications

  1. Advance certificate in GIS
  2. 10-year experience in GIS related work and report writing
  3. Familiarity with the local context.

  1. Evaluation of the submitted documents

The evaluation will be conduction as follows;

Stage I

1) Technical Evaluation (60%)

ü  Personal CV: indicating all experience from similar projects, technical certificates, as well as the contact details (copies of previous contract)

ü  Sample (at least 2) contracts of the same and relevant activities done. WHH May conduct a reference check on this and wherever deemed necessary.

ü  Detailed work plan

ü  Methodology will use for performing the Training.

Stage II

2) Financial Proposal (40%)

ü  Financial: The lowest financial proposal will get 40 marks. NB. WHH will select the most advantageous bidder.

ü  The points for the remaining bidders will be calculated as per this formula: (Lowest Bid OfferedBid of the Company×40)
