Terms of Reference for Consultancy Services – Stakeholders Engagement
1. Background Information:
The Building Resilient Communities in Somalia (BRCiS) Consortium was created in the aftermath of the 2011 famine. To reduce the risk for similar mass suffering, the Consortium focuses on addressing the root causes of communities’ vulnerabilities and strengthening local resilience capacities. Committed to a bottom-up model of decision-making, Consortium Members work together to leverage integrated programming models, flexible multi-year funding streams, community participation and ownership structures, and the expertise and resources of local and international organizations.
The consortium is looking for a consulting company to support the organization and delivery of validation and external dissemination workshops of the BRCiS III project baseline findings.
2. Objectives of the Consultancy:
Ensure effective validation and dissemination of the BRCiS III baseline findings and community action plans through well-organized workshops.
Facilitate the engagement of local stakeholders, including government officials from Federal Member States (FMS) and district levels, as well as citizens.

Consultancy period: May to August 2024
Timeline for key milestones and deliverables to be agreed upon.
8. Reporting and Communication:
Regular reporting to the Consortium Management Unit.
9. Evaluation Criteria: Application and Required documents.
The proposal should include the following at minimum:
Fully Completed tender bid documents (Section 5 – 9)
Completion and inclusion of requested information and supporting documents (Administrative compliance) to be submitted with tender.
a)Copy of company registration – Proof of registration from the country of origin as a limited liability company sole trader/self-employed
b)Copy of company tax compliance certificate
Technical supporting documents
a) A cover letter introducing the consultant. The cover letter should introduce the team composition and specify the role to be played by each team member.
b) A technical proposal of workshop facilitation and stakeholders’ engagement in Somalia. It should demonstrate a clear understanding of the ToR (Terms of Reference)
c) Previous experiences in similar works/services - Evidence of policy and advocacy work in the context of Somalia (Samples of similar work) is required.
d) Resume of each team member (Schedules (Key Personnel and Activity schedule)
Financial supporting documents
a) Price in comparison to NRC estimated rate - Proposed budget indicating consultancy fee, logistics cost and all other auxiliary costs in USD.
The consultant’s availability.
Reference letters and the contact of at least three referees (email and telephone).
